Recent demands by atmospheric scientists and policy makers for immediate, comprehensive, and effective responses to the threat of global climate change have focused political attention on policies and laws that affect the quality of the environment. In January, the Reagan White House blocked the issuance of policy guidance that would have directed federal agencies to consider global climate change in the preparation of environmental impact statements (EIS). The Bush administration now has an early opportunity to reverse this decision. Using detailed computer models of the Earth's climate, atmospheric scientists have produced startling scenarios of the future climate conditions that will …

The First Annual Pace National Environmental Moot Court Competition was a splendid event. The students, faculty and administration of Pace were proud to host it. The Competition differs in many ways from other competitions. First, it features a field of law that has only recently become a major focus of legal practice. It is appropriate that Pace, a young law school, sponsor a competition in a new field of law. Second, the Competition's arguments are between three teams (government, industry and environmental advocates) rather than the traditional two. The five essays by Soviet environmental law specialists published in this volume of the Pace Environmental Law Review provide insights into the contemporary debate in the USSR about how to protect nature. This 1989 article in Foreign Policy -- of considerable interest from an historical point of view -- is one of the first systematically to outline the causes and effects of impending climate change. Among other policy measures, the article argues for new international agreements in order to mitigate the damaging effects of climate disruption. Because climate change is likely negatively to impact all nations, taking steps to reduce the rate and amount of change must be an international priority for the entire world. The proposed treaty would require reducing the global output of CO2 substantially, while committing developed countries to …
