This Comment is the first in a series of publications on Brazil's efforts and, we hope, its successes in reducing corruption in the 2016 Olympic Games. It is written as part of a course at the University of Richmond School of Law entitled "Brazil, Corruption, and the 2016 Summer Olympics"-the co-authors are eight students and their pro- fessor. While the ultimate product will be a comprehensive analysis of the role of Brazilian law in controlling corruption, this Comment has a more modest purpose. Fear, Irrationality, And Risk Perception, Henry L. Chambers, Jr.

This brief commentary makes two points. The first is that fear can play multiple roles in any decision-making process. The second is that accurately determining whether reactions to fear are irrational is a complex task. Though neither point necessarily requires that symposium participants abandon their positions, together they suggest that extreme care is necessary in developing policy prescriptions based on the claim that fear can trigger irrationality.

A number of the educational offerings at the 1999 Annual Meeting will support the Association's interest in partnering through active participation in programs by groups associated with AALL. The Annual Meeting program planners, at the direction of President Heller, identified specific groups and associations that should be represented at the 1999 Annual Meeting. President Heller directed the planners to propose programs for the Annual Meeting featuring representatives from both AALL and our legal information partners that would appeal to members from both groups and would focus on the issues that affect all of us. During the summer of 1993, Kay Todd, President Elect of the American Association of Law Libraries, named a special task force to review the Association's government relations activities, presenting it with a goal of achieving a better coordination of such activities. The charges to the Task Force on AALL's Government Relations Activities and the processes that the Task Force utilized in fulfilling these charges are outlined in the final and interim reports of the Task Force, which follow this introduction.
