Historical Data Cards were used to record the organizational history of units within the Army. This card was provided to Robert Bolin by the US Army Institute of Heraldry in 1985.

The Technical Intelligence Field Agency, ACSI, was a small, special-purpose military unit created in 1960 to coordinate the intelligence activities of the Army technical services. It was directly subordinate to the Army Assistant Chief of Staff for Intelligence (ACSI), the senior intelligence official in the Army General Staff. In 1960, geographic intelligence in the US Armed Forces was decentralized. The Intelligence and Mapping Division of the US Army Corps of Engineers was primarily responsible for creation of military intelligence concerning the surface of the earth excluding the oceans and seas for the armed forces of the United States. Engineer intelligence guides were issued to provide guidance concerning collection, processing, production, and dissemination of geographic intelligence to elements of the Corps of Engineers.

This document was issued by the Chief of Staff to prescribe relationships between different officers in the Army staff. Particularly, it was intended to “prescribe relationships between the Assistant Chief of Staff for Intelligence (ACSI), the Deputy Chief of Staff for Logistics (DCSLOG), and the technical Services in the field of intelligence activities.” This is essentially the same as the 1958 version.

It was published as part of an attempt to solve an ongoing organizational problem: how to coordinate the intelligence activities of the US government.
