This report provides an assessment and recommendations for the systems engineering educational programs at the Air Force Institute of Technology (AFIT). The Air Force needs in systems engineering education are briefly summarized, followed by an analysis of the educational program at AFIT. Based on the assessment of AFIT's program, a set of recommendations are given for improving the programs and their utility to the Air Force. Appendices to the report contain additional information on the AFIT programs and an assessment of other graduate systems engineering programs in the US.

A general purposed systems engineering model, Transmutation Research Program System Engineering Model Project (TRPSEMPro), was developed based on the above design concept. In power system controls, simplified analytical models are used to represent the dynamics of power system and controller designs are not rigorous with no stability analysis. One reason is because the power systems are complex nonlinear systems which pose difficulty for analysis. This paper presents a feedback linearization based power system stabilizer design for a single machine infinite bus power system. A control system with a fault recovery mechanism in the feedback loop and with faults occurring in a non-deterministic manner can be modeled as a class of hybrid systems, i.e., a dynamical system switched by a finite-state machine or an automaton. When the plant and controller are linear, such a system can be modeled as a jump-linear system driven by a finite-state machine with a random input process. In the design of engineered tissues, guided balance of biomaterial degeneration with tissue synthesis offers refined control of construct development. The objective of this study was to develop a mathematical model that describes the steady state metabolism of extracellular matrix molecules (ECM: glycosaminoglycan and collagen) in an engineered cartilage construct taking into account localized environmental changes that may arise because of the application of growth factors. The Coast Guard HH-65 helicopter experienced 31 in-flight loss of power incidents during FY 2003 and 21 during the first two months of FY 2003. Concurrent with this apparent decrease in reliability, the Coast Guard seeks ways to expand the HH- 65’s Airborne Use of Force capabilities as a result of the September 11th, 2001 terrorists’ attacks. This study is an exploratory, empirical analysis of engine and airframe component replacements as related to engine mishaps and reliability in the HH-65. This research investigated the armed services current uses of GIS, and asked the question whether or not a joint GIS program could benefit the DOD. An information technology implementation model was presented as a framework to implement a joint GIS program. It was found that all four armed services use GIS for forward deployments. This paper describes an adaptive system that “closes the loop” by utilizing a real-time, directly sensed measure of cognitive state of the human operator. The Honeywell Augmented Cognition team has developed a Closed Loop Integrated Prototype (CLIP) of a Communications Scheduler, for application to the U.S. Army’s Future Force Warrior (FFW) program. It is expected that in a highly networked environment the sheer magnitude of communication traffic could overwhelm the individual soldier. A general holistic framework, also called a process—named “Lean Product Development Flow (LPDF)”—for organizing the engineering work of Product Development (PD), has been proposed as a contribution to the emerging field of Lean Systems Engineering. The framework is based on Lean Principles, with emphasis on PD value-pulling workflow pulsed by takt periods. A novel decentralized neural network (DNN) controller is proposed for a class of large-scale nonlinear systems with unknown interconnections. The objective is to design a DNN for a class of large-scale systems which do not satisfy the matching condition requirement. The NNs are used to approximate the unknown subsystem dynamics and the interconnections. The DNN is designed using the back stepping methodology with only local signals for feedback. All of the signals in the closed loop (system states and weights estimation errors) are guaranteed to be uniformly ultimately bounded and eventually converge to a compact set.
