This article presents research conducted within the Vessel Traffic Service (VTS) domain. VTS is a service that is provided close to ports and geographically challenging areas to support merchant vessels in their navigation. Although VTS is legally an advice and assistance service, applying concepts from Cognitive Systems Engineering and Resilience Engineering can highlight how the joint human-machine system works to promote safe and efficient traffic movements. The VTS is a Joint Cognitive System that maintains control through a mixture of opportunistic and tactical control. Community development corporations purchase distressed housing to rehabilitate for renter or owner-occupancy. These mission-driven organizations, skilled in the business of housing development, often lack analytic expertise to determine which acquisitions to pursue that would maximize social impact. This paper presents results, using actual purchase data from a Boston-area CDC, to assess the potential social benefits associated with using a decision model as compared to conventional practices.

Many older cities in the United States confront the problem of long-term declines in population and economic activity in certain neighborhoods have resulted in blighted conditions that make conventional revitalization initiatives based on increased residential and commercial development unlikely to succeed. Planning scholars have developed a theory of smart shrinkage in which emphasis is placed on non-residential land uses that can maintain and improve quality of life while positioning some land for future growth-oriented activities (Hollander and Németh 2011). The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Weather accounts for the majority of congestion in the National Airspace System which highlights the importance of addressing weather uncertainty to mitigate delays, and this paper presents an effort in this direction. Firstly, a new dynamic stochastic 0-1 Integer Programming (IP) model is proposed, which models the Single Airport Ground Holding Problem (SAGHP) with respect to uncertainty in the separation between flights instead of Airport Acceptance Rate (AAR) or landing capacity. Uncertainty in separation according to different weather conditions is represented through the scenario tree by using stochastic linear programming. Vessel Traffic Service (VTS) is a shore-side maritime assistance service that supports bridge teams in their safe navigation of port approaches and other areas that present navigational difficulties. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

Public transportation or mass transit involves the movement of large numbers of people between a given numbers of locations. In this study, I propose a systematic method of detecting aircraft deviation due to air traffic controller (ATC) intervention. The aircraft deviations associated with ATC interventions are detected using a heuristic algorithm developed from analyzing the actual positions of an aircraft to its filed flight plan when the aircraft trajectories were identified as having an encounter in a loss-of-separation incident. An actual (closed-loop) flight trajectory of the Cleveland Air Route Traffic Control Center (ZOB ARTCC) was collected from the FlightAware database. This was compared with the corresponding planned (open-loop) trajectory dataset generated by the Microsoft© Flight Simulator X (FSX). I …

This dissertation analyzes the structural relationships among the Human Factors Accident Classification System levels for unmanned air vehicle and manned air vehicle accidents and the common relationships between unmanned air vehicle and manned air vehicle accident causes. The study acquired DOD HFACS accident classification data from 347 United States Air Force Class A accident reports for the years between 2000 and 2013.

Most of the studies to explore the impact of distracted driving have been descriptive in nature; i.e. the research is conducted in naturalistic settings to evaluate the performance of the driver with and without distracters. However simulation models can also be used that predict the workload for driving tasks. Using concepts from process modeling, baseline models of driving tasks can be created for different driving sequences that include the associated fine motor, visual and cognitive human resources.
