The information and communications technology (ICT) field is undergoing a period of tremendous change. The exponential growth rate of ICT capability in recent decades, which has had an undeniable effect on every aspect of our society, will likely have ramifications for military operations in austere environments. 1 The Air Force’s 689th Combat Communications Wing commissioned a study to forecast the future of mobile ICT in such environments. Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

Over the last five years, a new power control inceptor for tiltrotor aircraft, known as the Rotational Throttle Interface (RTI) was designed and built. Prior to the RTI, no tiltrotor inceptor had been able to simultaneously indicate both the direction and magnitude of thrust conformally. The purpose of the RTI is to provide an interface that maps to the intended vehicle response throughout ALL ranges of operation. Doing so is expected to reduce confusion that may have contributed to several tiltrotor accidents

This is a report of a professional project intended to act as an informational tool for the evaluation of a dynamic dispatch system at Embarcadero Station for the San Francisco Municipal Transportation Agency (SFMTA). Systems that operate dispatch algorithms do so in response to on-time performance and reliability. The optimization problem is documented in many transportation contexts including airline networks, bus dispatch, and freight routing. According to the research, optimizing available options and re-routing based on available options can create a more efficient system that would minimize operating costs and improving service reliability for customers.

This study proposes a methodology to calibrate microscopic traffic flow simulation models. The proposed methodology has the capability to calibrate simultaneously all the calibration parameters as well as demand patterns for any network topology. These parameters include global and local parameters as well as driver behavior and vehicle performance parameters; all based on multiple performance measures, such as link counts and speeds. Demand patterns are included in the calibration framework in terms of turning volumes.

Mass Rapid Transit using rail is a popular mode of transport employed by millions of people in many urban cities across the world. Typically, these networks are massive, used by many and thus, can be a soft target for criminals. In this paper, we consider the problem of scheduling randomised patrols for improving security of such rail networks. Similar to existing work in randomised patrols for protecting critical infrastructure, we also employ Stackelberg Games to represent the problem. These exams are required steps in the process of becoming a licensed engineer in most states. NCEES (the National Council of Examiners for Engineering and Surveying) is a national nonprofit organization dedicated to advancing professional licensure for engineers and surveyors. It develops, administers, and scores these examinations used for engineering licensure. The following paper presents findings from a qualitative study conducted on board of two merchant vessels. Interviews and observations have been used to obtain insights in how safety is defined and promoted by the personnel working on board. The merchant vessel, the crew and the single mariner are identified to be part of a socio-technical system displaying three levels of system aggregation; person-centred, crew-centred, and vessel-centred. The common ground of a crew, an overlap of the individual mariners’ experience and knowledge, is identified as a basis for trust and predictability of action on board, which is a necessity to be …

Purpose – This study aims to analytically develop a reference model for engineering (i.e. analysis, design, development, evaluation, delivery, maintenance, modification, and management) powerful value networks capable of creating innovative mobile data services. Design/methodology/approach – The paradigm followed is that of Design-Science Research (DSR) which incorporates two main iterative processes: build and evaluate. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

This study aims at explaining the factors affecting the adoption intention of mobile data services from the perspective of consumers as users. In this study we focus on the value users can potentially gain from using these services. We hypothesize that if we can examine users' utilitarian, hedonic, uniqueness, epistemic and economic value, then we can explain and predict their intention to use mobile data services. Our results show that utilitarian value is according to previous studies an important adoption factor. Additionally, economic value is also important and significant. These network decision problems are formulated as non-linear bi-level programming problems. This thesis examines two possible orders of combining multiple experts in elicitations with multiple de-composed events: Should experts be combined early or later in the decision process? This thesis is in conjunction with the paper (Baker & Olaleye, 2012) where we show that it is best to combine experts early as later combination leads to a systematic error. We conduct a simulation to more fully flesh out the theoretical model. We also conduct a theoretical analysis aimed at determining how significantly these two methods differ. The defense sector is undergoing a phase of rapid technological advancement, in the pursuit of its goal of information superiority. This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. The sheer scale and size of these networks prompt behaviors that go beyond conglomerations of systems or `system-of-systems'. The lack of a central locus and disjointed, competing interests among large clusters of systems makes this characteristic of an Ultra Large Scale (ULS) system.
