A university system sets out to deliver educational experiences that meet set goals such as the achievement of learning outcomes for individual courses and program outcomes for degree programs. There are many factors that impact the successful achievement of student learning outcomes and there-fore successful program design and implementation. If courses are not effec-tively designed with assessments properly aligned to learning outcomes, student achievement is challenging to measure. There have been efforts made to reduce expenses due to the use of energy. It has been said, when the lights are on, work is getting done. Running lights is therefore the cost of doing business. Soft Operations Research (OR) methods are used for a variety of real-world problems due to their focus on qualitative or interpretative problem formulation and analysis. Analysts use Soft Systems Methodology for problem structuring, drama theory for understanding conflicts, and morphological analysis for decision support.
