The conventional approach to urban planning has predominantly focused on horizontal dimensions, disregarding the potential risks originating from outer space. This paper aims to initiate a discourse on the vertical dimension of cities, which is influenced by outer space, as an essential element of strategic urban planning. Through an examination of a highly disruptive incident in outer space involving a collision between the Iridium 33 and Cosmos 2251 satellites, this article elucidates the intricate interdependencies between urban areas and outer space infrastructure and services. The present paper explores the technology transfer linkages among universities, research centers, and private companies in Yucatan, Mexico's information technology industry. Social network analysis (SNA) was used as a method to identify the structural characteristics of the technology transfer collaborations, and the changes in the patterns of interactions among institutions over the years. Data were obtained from the National Council for Science and Technology repository (CONACYT). Associations formed to enhance technology advancement and innovation practices between 2010 and 2018 were analyzed in this study. Strategic planning can be a critical business process for today’s organizations, especially for IT organizations that are facing continually changes in technology. This research was designed to investigate IT organizations’ use of strategic planning and determine if the organization uses their strategic plan to set project priorities.
