As a result of civil war in Syria and Turkey’s open-door policy, almost 3 million refugees moved to Turkey since March 2011. The unexpected arrival of a large number of refugees within a relatively short period of time caused inadequate planning of the government-operated camps to fulfill the humanitarian needs of those affected individuals. The purpose of this study is to develop an optimization model that helps in the distribution of humanitarian aid to the refugees. This paper presents the extension and evaluation of a formal representation that enables planners at different levels of command, and in different functional area, to jointly share, develop, and modify plans. Field research was conducted in the Li Cheng District (about 1,200 km 2) of Shan Dong Province. Data collection occurred during a two-week period in July 2006. At that time, seven villages represented all relevant sites in the district that contained gasification technologies. In an effort to improve students' problem solving skills with information technology across the industrial engineering curriculum, we created an Internet based problem-solving environment. The module implemented for engineering economy presents a realistic problem that establishes connections with other courses. The design of the learning environment promotes metacognitive skill development by requiring students to explain each major problem solving action taken and to evaluate their own progress toward a solution.
