This paper describes and develops a model for calculating location-based strategic values of foreclosed properties considered for acquisition and redevelopment by community development corporations (CDCs). A property’s strategic value refers to its proximity to site-specific neighborhood amenities and disamenities (e.g. schools, public transit, distressed properties), given the relative importance of that proximity to CDC organizational and community objectives. We operationalize the concept of strategic value, and apply this concept to a salient public sector decision problem. Using data and value assessments from a CDC engaged in foreclosed housing redevelopment, we compute measures of strategic value for a set of acquisition …

We consider deployment problems where a mobile robotic network must optimize its configuration in a distributed way in order to minimize a steady-state cost function that depends on the spatial distribution of certain probabilistic events of interest. Three classes of problems are discussed in detail: coverage control problems, spatial partitioning problems, and dynamic vehicle routing problems. Moreover, we assume that the event distribution is a priori unknown, and can only be progressively inferred from the observation of the location of the actual event occurrences. For each problem we present distributed stochastic gradient algorithms that optimize the performance objective. The stochastic …

The proliferation of Electronic Health Records (EHR) as a backbone for healthcare delivery necessitates adequate tools for evaluating and improving the efficacy of such investments particularly as it relates to clinical reasoning performance. However, a thorough review of the literature indicates lack of a tested, validated instrument for evaluating and predicting the impact of EHR use on clinical reasoning performance. Despite successful application to a variety of other industries, TTF has not been adequately adapted to healthcare, EHR technology or the clinical reasoning task.
