Waste-to-Energy technologies have the potential to dramatically improve both the natural and human environment. One type of waste-to-energy technology that has been successful is gasification. The Air Force software development environment is experiencing a paradigm shift. The 2019 Defense Innovation Board concluded that speed and cycle time must become the most important software metrics if the US military is to maintain its advantage over adversaries.1 This article proposes utilizing a cost-o­f-d­elay (CoD) framework to prioritize projects toward optimizing readiness. Cost-­of-d­elay is defined as the economic impact resulting from a delaying product delivery or, said another way, opportunity cost. In principle, CoD assesses the negative impacts resulting from changes to the priority of a project.

Pepper spray is widely used in the US, and is marketed as an effective self-defense device. While pepper spray can be useful in deterring an attacker, many pepper spray owners do not have any experience using it. There is a dearth of published studies that focus on civilian pepper-spray use, not to mention first time pepper-spray users. This report documents a research effort to understand the current practice and issues associated with Bus Rapid Transit (BRT) planning and deployment. It reviewed the design options incorporated into existing BRT deployments across California and the nation. The project team interviewed practitioners of California Department of Transportation (Caltrans) Districts and transit agencies to understand the BRT project approval decision-making process, the impacts of BRT implementation and the Measures of Effectiveness (MOEs) for transit and non-transit system performance. The number of model parameters of a 2k factorial design grows exponentially. When the number of factors is large, numerous higher-order interactions constitute a vast majority of the model parameters while many of them do not exist or are insignificant. 2k Full factorial designs may be prohibitively expensive when the number of factors k is large. The most popular technique developed to reduce the number of treatment combinations is the fractional factorial design; confounding in estimating the model parameters naturally results in various resolution and aberration levels. While very useful, these resolution levels may not satisfy experimenters’ requirements for estimatibility and cost reduction. This paper evaluates the entrance capacity and queueing delay for Automated Highway Systems through use of simulations and analytical modeling. Queueing statistics are also used to determine the sustainable capacity of alternative concepts, taking trip length distribution and spacing between ramps into consideration. Based on safety-spacing headways (produced in a separate analysis), the most promising concept utilizes platoons both on the highway and on on-ramps. This paper studies the potential of carpooling among unrelated partners (i.e., inter-household carpooling) for demand reduction during peak commute hours. Basic questions about this potential include the following. This report defines a framework for comparing dynamic traffic models. It emphasizes four dimensions: functionality, traffic dynamics, route choice dy namics, and overall network performance. The first dimension compares the models through a check-list of model functions. Regarding the last three comparison dimensions, a total of five networks and twelve scenarios are defined. These test scenarios are designed to accentuate model properties and differences. Also included in the report are a list of performance measures for comparison purpose, and a discussion of the interpretation of results.

A dual convex programming approach to solving linear programs with inequality constraints through entropic perturbation is derived. The amount of perturbation required depends on the desired accuracy of the optimum. The dual program contains only non-positivity constraints. An ϵ-optimal solution to the linear program can be obtained effortlessly from the optimal solution of the dual program. Since cross-entropy minimization subject to linear inequality constraints is a special case of the perturbed linear program, the duality result becomes readily applicable. This paper proposes a conceptual framework for designing a traffic control scheme. It adopts a top-down approach to defining major design steps starting with high-level feature definition. The First component addresses a key AHS infrastructure support issue—providing eight extra connector ramps, in addition to the eight existing highway-to-highway connector ramps for the conventional manual traffic, at a highway-to-highway interchange for accommodating continuous automated driving from one highway to the crossing highway. The proposed staggered-diamond design requires only four, instead of eight, separate structures and hence greatly increases the feasibility of AHS infrastructure support. Many transportation problems can be formulated as a linearly-constrained convex programming problem whose objective function consists of entropy functions and other cost-related terms. In this paper, we propose an unconstrained convex programming dual approach to solving these problems. In particular, we focus on a class of linearly-constrained entropy maximization problem with quadratic cost, study its Lagrangian dual, and provide a globally convergent algorithm with a quadratic rate of convergence. This paper develops a probabilistic model for analyzing longitudinal collision/safety between an abruptly decelerating vehicle and its immediate follower. The input parameters are the length of the gap between the two vehicles, their common speed prior to the failure, the reaction delay of the following vehicle and a bivariate distribution for the two deceleration rates. The output includes the probability of a collision and the probability distribution of the relative speed at collision time We use this model to compare the safety consequences associated with the platooning and “free-agent” longitudinal-separation rules.
