Phased-array weather radar have potential to replace reflector dish radar in major weather radar networks such as NEXRAD, providing faster update times and greater scan flexibility. However, the use of electronic scanning introduces polarization errors on weather radar measurables, requiring polarimetric bias calibration. The sources of polarimetric bias have been described theoretically, but experimental verification is still limited. This dissertation studies covert wireless communications where a transmitter (Alice) intends to transmit messages to a legitimate receiver (Bob) such that the presence of the message is hidden from an attentive warden (Willie). Here we consider pertinent aspects of covert communications that focus on moving such systems closer to implementation. Wideband is a booming technology in the field of wireless communications. The receivers in wideband communication systems are expected to cover a very wide spectrum and adaptively extract the parts of interest. The literature has focused on mixing the input spectrum to baseband using a pseudorandom sequence modulation and recovering the received signals from linearly independent measurements by parallel branches to mitigate the pressures from required extreme high sampling frequency. Consider a channel where authorized transmitter Jack sends packets to authorized receiver Steve according to a Poisson process with rate $\lambda$ packets per second for a time period $T$. Jack's transmitted packet visit Alice, Willie, Bob and Steve, respectively. Suppose that covert transmitter Alice wishes to communicate information to covert receiver Bob without being detected by a watchful adversary Willie. The aggregate solar capacity in the U.S. is rising rapidly due to continuing decreases in the cost of solar modules. For example, the installed cost per Watt (W) for residential photovoltaics (PVs) decreased by 6X from 2009 to 2018 (from $8/W to $1.2/W), resulting in the installed aggregate solar capacity increasing 128X from 2009 to 2018 (from 435 megawatts to 55.9 gigawatts). This increasing solar capacity is imposing operational challenges on utilities in balancing electricity's real-time supply and demand, as solar generation is more stochastic and less predictable than aggregate demand. A key goal is to provide insight about the capabilities of a transmitter desiring to remain covert and analogously, the capabilities of the party attempting to detect covert communications. The first chapter provides background on covert communications prior to this work. Dynamic range is an important metric that specifies the limits of input signal amplitude for the ideal operation of a given receiver. The low end of dynamic range is defined by the noise floor whereas the upper limit is determined by large-signal distortion. While dynamic range can be predicted in the temperature range where compact transistor models are valid, the lack of large-signal models at temperatures below -55 C prevents the prediction and optimization of dynamic range for applications that require cryogenic cooling. Joint time-frequency (TF) analysis is an ideal method for analyzing non-stationary signals, but is challenging to use leading to it often being neglected. The exceptions being the short-time Fourier transform (STFT) and spectrogram. Even then, the inability to have simultaneously high time and frequency resolution is a frustrating issue with the STFT and spectrogram. However, there is a family of joint TF analysis techniques that do have simultaneously high time and frequency resolution – the quadratic TF distribution (QTFD) family. This dissertation focuses on secrecy, which is a primary concern in modern communication. Secrecy has traditionally been obtained by cryptography, which is based on assumptions on current and future computational capabilities of the eavesdropper. However, there are numerous examples of cryptographic schemes being broken that were supposedly secure, often when the signal was recorded by the adversary for later processing. This motivates seeking types of secrecy that are provably everlasting for sensitive applications. The Frequency Monitoring Network (FNET) is a wide-area phasor measurement system developed in 2003. It collects power system data using embedded devices known as Frequency Disturbance Recorders (FDRs) which are installed at distribution level voltages. These devices are single-phase synchrophasor measurement units which share a number of common attributes with their commercial counterparts.

Phasor measurements from FDRs across North America and other power grids around the world are transmitted over the Internet back to the FNET servers at the University of Tennessee. An indoor localization system that was built at University of Tennessee is extensively studied and improved. The goal of the system is to achieve mm down to sub-mm accuracy/precision.

Sub-sampling is used to alleviate the high sampling rate required for UWB signals. Current commercial direct sampling systems are still too slow or prohibitively expensive for UWB applications. We developed two different sub-sampling techniques, but the two systems suffer numerous shortcomings: low throughput, non-robustness, non-linearity. Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication.
