Applications and services operating over Internet protocol (IP) networks often suffer from high latency and packet loss rates. These problems are attributed to data congestion resulting from the lack of network resources available to support the demand. The usage of IP networks is not only increasing, but very dynamic as well. In order to alleviate the above-mentioned problems and to maintain a reasonable Quality of Service (QoS) for the end users, two novel adaptive compression techniques are proposed to reduce packets’ payload size. Networks within data centers, such as connections between servers and disk arrays, need lossless flow control allowing all packets to move quickly through the network to reach their destination. This paper proposes a new algorithm for congestion control to satisfy the needs of such networks and to answer the question: Is it possible to provide circuit-less reliability and flow control in an Ethernet network? TCP uses an end-to-end congestion control algorithm, which is based on end-to-end round trip time (RTT). The current debate over broadband policy has largely overlooked a number of changes to the architecture of the Internet that have caused the price paid by and quality of service received by traffic traveling across the Internet to vary widely. Topological innovations, such as private peering, multihoming, secondary peering, server farms, and content delivery networks, have caused the Internet’s traditionally hierarchical architecture to be replaced by one that is more heterogeneous. In this Article, Professor Christopher Yoo directly engages claims that mandating network neutrality is essential to protect consumers and to promote innovation on the Internet. It begins by analyzing the forces that are placing pressure on the basic network architecture to evolve, such as the emergence of Internet video and peer-to-peer architectures and the increasing heterogeneity in business relationships and transmission technologies.
