Estimating Budget Relationships With A Leontief Input-Output Model, Guenever L. R. Shariff

Forty years ago, the Office of the Secretary of Defense proposed using the Leontief input-output model to assess tradeoffs in the Department of Defense's (DoD) budget. We demonstrate that the Leontief input-output model can assess tradeoffs in the Air Force's budget. To increase one part of the Air Force's budget, we need to know the interrelationships between that budget area and the other areas. In this research, we look at different methods of how the functional areas might interact. We demonstrate our methodology on two data sets - DoD and the Air Force aggregate budget data. The Faa: A Tombstone Agency? Putting The Nickname To The Test, Rebecca K. Lutte, Brent D. Bowen

The purpose of this research was to investigate Federal Aviation Administration (FAA) activity before and after six catastrophic airline accidents to examine the alleged reactive policysetting reputation of the FAA. Actions reviewed were regulatory, inspection, and enforcement activities. The study revealed that change in agency activity does occur following an accident. The location of the event appears to influence the direction of change. When accidents occurred within the United States, FAA activity increased following the accident. The opposite occurred for airline accidents outside the U.S. The increase in FAA activity following U.S. based events, supports the reactive, tombstone agency reputation …

The purpose of this study was to review new aircraft deicing technologies and developments and surmise which approach may be the most appropriate for the Dane County Regional Airport’s (KMSN) expansion plans, size, available funds, and environmental impact reduction efforts. This paper focuses on the emerging glycol source reduction issues that may be most suitable for this particular airport. A new deicing technology at KMSN would reduce the amount of aircraft deicing fluid used, allow for effacing flight operations, limit environmental impact, and lessen the costs of maintaining and operating the current glycol fluid recovery and treatment system.

Augmented reality is a virtual environment that integrates rendered content with the experience of the real world. There is evidence suggesting that augmented reality provides for important spatial constancy of objects relative to the real world coordinate system and that this quality contributes to rapid skill acquisition. The qualities of simulation, through the use of augmented reality, may be incorporated into actual job activities to produce a condition of "just-in-time learning." Obtaining Objective Measurements Of Reaction Times To Auditory Alarms, Andrew George Neubauer

Several pulse parameters that were believed to affect response time to auditory alarms were investigated in a factorial experiment. 18 subjects, (14 male, 4 female), participated in an experiment where the effects of inter-pulse interval (125, 250, and 500 milliseconds) and pulse format (sine, sawtooth, and square waves) on both selfreported ratings of workload and reaction time to alarms (auditory and visual) were explored. The results show that alarms with a shorter inter-pulse interval produced the fastest reaction times. Subjective preferences were rated as equal. Accuracy was equal across groups as measured by amount of errors in responding to auditory …

Scheduling an air campaign is time and labor intensive. Exacerbating the problem, combat planners use manual methods to accomplish much of this daunting but critical task. While some work has been done to automate the process, the approaches used generate schedules that must undergo major modifications before they are "flyable." Planners, therefore, distrust the results and use the automated features of the software sparingly. Additional problems arise due to the lag time between the publication of the Air Tasking Order (ATO) and the start of the ATO day. In the past few years, Army aviation accidents have been on the rise, due largely to increases in mission frequency and complexity, and diminishing resources. The magnitude of the resulting losses (casualties, dollars, equipment) has prompted the Commanding General of the Army Safety Center to demand a complete examination of the way safety hazards and subsequent safety controls are evaluated and selected. This project integrates value focused thinking, Monte Carlo simulation, and integer programming in response to this demand by developing and using a methodology that effectively identifies and evaluates portfolios of controls. Air Force pilots and other operators make crucial mission planning decisions based on weather forecasts; therefore, the ability to forecast the weather accurately is a critical issue to Air Force Weather (AFW) and its customers. The goal of this research is to provide Air Force Weather with a methodology to automate statistical data analysis for the purpose of providing on-demand metrics. A data warehousing methodology is developed and applied to the weather metrics problem in order to present an option that will facilitate on-demand metrics. On-line analytical processing (OLAP) and data mining solutions are also discussed.

Air Force pilots require dependable weather reports so they may avoid unsafe flying conditions. In order to better gauge the accuracy of its weather products, Air Force Weather has established the requirement for an Air Force-wide automated weather metrics program. Under the guidelines for this program, forecasts will automatically be compared to observed weather to determine their accuracy. Statistics will be collected in the hopes of determining forecast error trends that can be corrected through education and training. Maintaining safe flight operations, military and civilian, in cold weather requires the use of de-icing fluids. Glycols, the primary component of de-icers, have been extensively studied. Water and additives such as corrosion inhibitors and other performance enhancing chemicals make up the remaining portion of de-icing fluids. Little research has been conducted on the additives, but several are suspected toxins to microorganisms, therefore the EPA regulates the disposal of spent de-icing fluids. Tolyltriazole, a corrosion inhibitor found in de-icing fluids, is a suspected human carcinogen. It is also known to be moderately toxic to microorganisms based on Microtox results. The purpose …

Based on previous research findings in the expert/novice area, this thesis suggests that how people approach and solve problems largely depend on their experience level. The literature supports that experts tend to prioritize their actions differently than their novice counterparts as they negotiate their way through various critical flight scenarios. In this study we assume this difference is, in part, related to the fact that experts have a more complete understanding/perception of the overall situation than do novices. Psychologists often refer to this understanding as a more complete mental model.

Human error has been implicated in 70 to 80% of all civil and military aviation accidents. Yet, most accident reporting systems are not designed around any theoretical framework of human error. As a result, most accident databases are not conducive to a traditional human error analysis, making the identification of intervention strategies onerous. What is required is a general human error framework around which new investigative methods can be designed and existing accident databases restructured.
