Kentucky Transportation Center Research Report
The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.

The increasing size of farming operations brings with it an increased movement of equipment on the road. As road travel increases so does the potential for serious highway accidents. The most frequent accidents are collisions with other motor vehicles and loss of control which often leads to tractor over-turns. As an operator of farm equipment, your use of the proper safety equipment and good driving practices will greatly reduce the risk of an accident.

A systematic procedure was developed in the present study that can be used to make a decision regarding the appropriate lane closure strategy at a particular interstate work zone. Four criteria were identified which influence such a decision, namely user travel time and vehicle operating cost, traffic control cost, safety, and contractors’ convenience. The influences of these criteria were aggregated using the Analytic Hierarchy Approach. The procedure developed in the present study is systematic in nature, simple to use and sensitive to the policy adopted by a transportation agency.
