A System-Wide Adaptive Ramp Metering (SWARM) system has been implemented in the Portland, Oregon metropolitan area, replacing the previous pre-timed ramp-metering system that had been in operation since 1981. SWARM has been deployed on six major corridors and operates during the morning and afternoon peak hours. This report presents results of a "before" and "after" evaluation of the performance of two freeway corridors as part of ongoing efforts to measure the benefits of the new SWARM system, as compared to the pre-timed system. This chapter introduces the role of the knowledge gatekeeper as a mechanism by which knowledge is created and transferred in a networked environment. Knowledge creation and transfer are essential for building a knowledge based economy. The chapter considers obstacles that inhibit this process and argues that leading firms create a shared socio-cultural context that enables the condivision of tacit meanings and codification of knowledge. Leading firms act as gatekeepers of knowledge through the creation of shared virtual platforms. New capabilities in agent based model (ABM) environments are opening the door to the creation of ABM that may incorporate high-quality, real world environment data in the form of Geospatial Information System (GIS) files . In the past, GJS environments were only possible through extensive software development efforts focused on specific model applications.

Peak hour electricity demand is associated with wholesale electricity prices that are sometimes more than 10 times higher than in off-peak periods. During these high-demand periods congested transmission lines and insufficient generation capacity can lead to brownouts and blackouts. This problem can be especially acute in urban centers. One way to alleviate this problem is to build new peaking plants. We investigated the costs and benefits, including expenditures and adverse health effects, of using existing backup generators and battery based electrical storage facilities to meet peak load demands rather than investing in a new power plant. In this Article, Professor Christopher Yoo directly engages claims that mandating network neutrality is essential to protect consumers and to promote innovation on the Internet. It begins by analyzing the forces that are placing pressure on the basic network architecture to evolve, such as the emergence of Internet video and peer-to-peer architectures and the increasing heterogeneity in business relationships and transmission technologies. It then draws on the insights of demand-side price discrimination (such as Ramsey pricing) and the two-sided markets, as well as the economics of product differentiation and congestion, to show how deviating from network neutrality can benefit consumers, …

Estimation theory is applied to a physical model of incoherent polarized light to address problems in polarimetric image registration, restoration, and analysis for electro-optical imaging systems. In the image registration case, the Cramer-Rao lower bound on unbiased joint estimates of the registration parameters and the underlying scene is derived, simplified using matrix methods, and used to explain the behavior of multi-channel linear polarimetric imagers. In the image restoration case, a polarimetric maximum likelihood blind deconvolution algorithm is derived and tested using laboratory and simulated imagery. Exploring the significant attributes that influence the utilization of such scheme can provide a better understanding of its application among the urban users. This paper reviews the algorithms used by Vector Signal Analyzers to measure Modulation Error Ratio (MER) and derives the explicit functional dependence of measured MER on phase noise of digital transmitters. The modulation error model is introduced and the analytical expression for key estimated parameters required to obtain MER measure are derived. The essential elements of algorithms employed by MER measurement instruments to estimate amplitude scale, frequency offset, and initial phase intercept and the resulting MER are identified. The frequency response of the effective phase-noise rejection filtering action associated with a given measurement epoch is derived. It is shown that …

Because the operation and control of most critical infrastructures are highly dependent on electronics, it is important to understand the vulnerability of those electronics to intentional electromagnetic interference (EMI). The possibility of interference using readily available consumer devices is a particular concern. We investigated the feasibility and effectiveness of using compact stun guns to intentionally interfere with electronic systems. Test articles included individual computers and computers networked through a central hub. 60KV and 600KV devices were used in the experiments. Results indicate that stun guns are effective in disabling digital electronic systems.

For the last ten years, DVD-R media have played an important role in the storage of large amounts of digital data throughout the world. During this time it was assumed that the DVD-R was as long-lasting and stable as its predecessor, the CD-R. Several reports have surfaced over the last few years questioning the DVD-R's ability to maintain many of its claims regarding archival quality life spans. These reports have shown a wide range of longevity between the different brands. While some DVD-Rs may last a while, others may result in an early and unexpected failure. The emergence of broadband Internet technologies, such as cable modem and digital subscriber line (DSL) systems, has reopened debates over how the Internet should be regulated. Advocates of network neutrality and open access to cable modem systems have proposed extending the regulatory regime developed to govern conventional telephone and narrowband Internet service to broadband. A critical analysis of the rationales traditionally invoked to justify the regulation of telecommunications networks--such as natural monopoly, network economic effects, vertical exclusion, and the dangers of ruinous competition--reveals that those rationales depend on empirical and theoretical preconditions that do not apply to broadband.
