There are approximately 1800 uncontrollable hazardous waste sites across the United States. The Department of Energy (DOE) is responsible for cleaning up several of these sites that were contaminated as a result of producing weapon-grade nuclear fuels in different states since the 1940s. Site characterization is the first and a very critical step in the remediation program of a radioactive contaminated site. During this process, all the necessary information about location, level, and chemical composition of the contaminated sites must be collected for the clean up planning. A general algorithm for decimating unstructured discretized data sets is presented. The discretized space may be a planar triangulation, a general 3D surface triangulation, or a 3D tetrahedrization. The decimation algorithm enforces Dirichlet boundary conditions, uses only existing vertices, and assumes manifold geometry. Local dynamic vertex removal is performed without history information while preserving the initial topology and boundary geometry. The tessellation at each step of the algorithm is preserved and, in the pathological case, every interior vertex is a candidate for removal. Computer modeling of nondestructive inspections with x-rays is proving to be a very useful tool for enhancing the performance of these techniques. Two x-ray based inspection techniques are considered in this study. The first is "Radiographic Inspection", where an existing simulation model has been improved to account for scattered radiation effects. Performance assessment (PA) analyses have been completed for high level nuclear waste forms derived from once through Light Water Reactor (LWR) spent fuel (SF), defense high level waste (DHLW), the closed advanced liquid metal reactor (ALMR) pyroprocess fuel cycle, and the front end processing of LWR spent fuel for possible recycling of the actinides in the closed ALMR fuel cycle. The work presented in this dissertation explores the design and development of a large scale nuclear power plant (NPP) fault diagnostic system based on artificial neural networks (ANNs). The viability of detecting a large number of transients in a NPP using ANNs is demonstrated. A new adviser design is subsequently presented where the diagnostic task is divided into component parts, and each part is solved by an individual ANN.
