Flooding events are among the costliest and most frequent natural hazards occurring in Canada. Floodplain mapping is a non-structural flood management strategy that involves the formulation of hydrologic and hydraulic models to produce maps which predict extent and depth of floods. Practices and availability of floodplain mapping vary across Canada. The current state of floodplain mapping across Canada has been identified and reviewed. Vast areas of flood prone regions across Canada have been identified as not having floodplain maps or lacking updated ones. Global climate models (GCM) are sophisticated numerical models used to make long term climate projections. However, the resolution of their output is too coarse for climate change related local impact studies on urban regional scales. Downscaling efforts are taken to address this and increase GCM projection resolution. Physical Scaling (SP) downscaling methodology attempts to incorporate the physical basis of dynamical downscaling efforts with the computational efficiency of statistical methods. Climate change has significant impacts on water resource systems. The objective of this study is to assess climate change impacts on water resource management. The methodology includes (a) the assessment of uncertainty introduced by choice of precipitation downscaling methods; (b) uncertainty assessment and quantification of the impact of climate change on projected streamflow; and (c) uncertainty in and impact of climate change on the management of reservoirs used for hydropower production. In this thesis an original Physical Scaling (SP) method for downscaling Global Circulation Model (GCM) based climatic projections has been developed, tested and applied over a study region. The model formulation can take into account regional physical characteristics like land-cover and elevation into the model formulation. Climate change has the potential to significantly alter the hydrologic cycle, changing the frequency and intensity of precipitation events in an area. It is necessary to quantify these effects to effectively manage water resources in the future. Atmosphere-Ocean coupled Global Circulation Models (AOGCMs), often used in climate change research, have spatial resolutions that are too large to capture the local climate characteristics of a watershed.
