For the past eleven years (2011 - 2021) in Michigan, 76 percent of all fatal pedestrian crashes occurred at night. Over the same period, about 36 percent of pedestrian nighttime crashes were fatal or incapacitating (KA), while only 25 percent of daytime pedestrian crashes were fatal or incapacitating (KA). Previous studies suggest that, overall, poor neighborhoods and racial minorities are associated with more pedestrian crashes. With more fatal and incapacitating pedestrian crashes occurring at night, it is imperative to examine how these crashes are distributed by economic status and racial makeup. This study aimed at improving the methodology for developing statewide non-motorized safety performance functions (SPFs). Due to lack of pedestrian and bicyclist counts, the methodology proposed a procedure for developing statewide surrogate non-motorized exposure measures using data that are available at statewide level. Eleven years non-motorized crashes at signalized urban intersections joining Arterial and Collector roads in Michigan were used to test the procedure.

While there have been many studies on engineering treatments for reducing traffic crashes or for improving intersection efficiency, few studies have been simultaneously taking both impacts into consideration. This thesis analyzed impacts of engineering countermeasures and determines when these countermeasures are cost effective with respect to the amount of traffic and the number of crashes. Both crash reduction and operational costs were compared for analysis. Pedestrian countdown signals (PCSs) are specifically designed to improve pedestrian safety at intersections. Installation of these devices may be with push buttons or without push buttons. Studies have shown that intersections where PCSs with push buttons have been installed have recorded reduction in pedestrian violation as well as reduction in the number of pedestrians trapped in the roadway. Studies have also shown that PCSs may be used by approaching drivers in the same way as other traffic signal anticipation devices such as green signal countdown (GSC). This research investigates spatial factors, that impact non-motorized exposures and crashes, and examines the relationship between exposure at signalized intersections and crash frequencies involving pedestrians and bicycles at a census tract level. The four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids are examined. After completing an extensive literature review to provide a list of required data, 92 intersections are selected from the four cities to collect pedestrian and bicyclist counts. Five-year crash records, special attractions, non-motorized facilities and transportation infrastructure data for the four cities are gathered for the four cities. This data are later mapped …
