Weathered sandstone materials have seen increased use in reclamation due to the wide-spread adoption of the Forest Reclamation Approach (FRA) in Appalachia. Runoff from these newly FRA reclaimed sites has the potential to adversely impact aquatic environments without fine sediment retention. To reduce the size and capital investment of settling ponds, flocculant utilization was investigated. Preliminary jar tests were conducted using composite weathered mine spoil samples acquired from a surface coal mine in eastern Kentucky. Surface mining is a commonly used method for extracting coal in the Appalachian Coalfields of the U.S. This mining practice produces excess spoil or overburden, which is often placed in adjacent valleys resulting in the creation of valley fills. These valley fills bury headwater streams, which in turn can negatively impact downstream ecosystems. In 2008, the University of Kentucky designed and constructed 1,020 m of ephemeral, intermittent and headwater streams on an existing valley fill (Guy Cove) as a proof-of-concept. Human activity such as surface mining can have substantial impacts on the natural environment. Performing a Cumulative Hydrologic Impact Assessment (CHIA) of such impacts on surface water systems requires knowing the location and extent of these impacted streams. The Jurisdictional Determination (JD) of a stream’s protected status under the Clean Water Act (CWA) involves locating and classifying streams according to their flow regime: ephemeral, intermittent, or perennial. Due to their often remote locations and small size, taking a field inventory of headwater streams for surface mining permit applications or permit reviews is challenging. The surface mining method of mountaintop removal has been shown to adversely affect the water quality and hydrologic characteristics of downstream regions. Based on recent scientific literature, the U.S. EPA issued guidance on the specific conductivity (EC25ºC) of waters discharged from mined lands in the Appalachian Coal Belt Region stating that these waters should have an EC25ºC less than 300-500 μS cm-1. Hence, accurately measuring EC25ºC levels of mine discharged waters has significant implications. Furthermore, the development of reclamation techniques that positively impact the hydrological and water quality aspects of valley fill (VF) discharge is needed. To tackle these questions, …
