Simulation for surgical education and training is increasingly perceived as a valuable contribution to traditional teaching methods providing a structured learning experience. Surgical simulations allow surgeons to practice tactics, techniques and procedures numerous times without the cost, limitations and ethical problems of using cadaver-based models. The goal of this research is to advance the use of modeling and simulation in support of emergency medical training. Common pool resource management systems are complex to manage due to the absence of a clear understanding of the effects of users’ behavioral characteristics. Non-cooperative decision making based on individual rationality (as opposed to group rationality) and a tendency to free ride due to lack of trust and information about other users’ behavior creates externalities and can lead to tragedy of the commons without intervention by a regulator. This Final Report summarizes the work performed by the Florida Solar Energy Center/University of Central Florida on the contract entitled "Energy Conservation in the Trinidad Tourist Industry Training Program". This program was performed for the Ministry of Tourism, Trinidad and Tobago, WI. (MoTTT) for the period September 1 to November 1, 2008. The MoTTT established a program for the tourist industry to facilitate learning about energy conservation and renewable energy technologies appropriate for resort applications on the Island of Trinidad. Through a working partnership with the Florida Municipal Electric Association (FMEA), the Florida Solar Energy Center (FSEC), the Florida Municipal Power Agency (FMPA), the Legal Environmental Assistance Foundation (LEAF), and FMEA member utilities, the SunSmart program offers a unified, low-cost solution to providing municipal electric customers with a solar energy option. This manual addresses energy efficiency options for new educational facilities in Florida. The recommendations may not be valid when considered outside Florida's hot humid climate or for purposes other than new construction.

Construction funds spent on new construction heavily outweigh (67%) those spent on retrofit, as reported in an annual statistical analysis published by American School and University (September 1992). The comprehensive survey showed that construction funds for new educational facilities nationwide have risen for eight consecutive years, and no region has experienced more growth than the Southeast. Florida has over 25,000 portable classrooms in use around the state. Energy costs for these structures exceed $20 million a year - or about 11% of all energy-related expenditures for educational facilities. Research has also shown interior ventilation rates in these classrooms typically fall far below the recommended levels in ASHRAE Standard 62-1989.

To explore ways in which costs might be reduced and the physical learning environment improved, we conducted a two year experiment in two highly instrumented portable classrooms at Silver Sands Middle School in Volusia County.
