The safety at half-signalized intersections in Portland, Oregon is analyzed in this thesis using 10 years of crash history and analysis of video that was collected at a subset of intersections. A half-signalized intersection has a standard red-yellow-green traffic signal for automobiles on the major road, a stop sign for motorists on the minor road, and a pedestrian signal with actuation for pedestrians and/or bicyclists on the minor road. Although prevalent in Canada, this type of intersection control is not typically found in the United States because the MUTCD explicitly prohibits its use. Forecasts of hydrological information are vital for many of society's functions. Availability of water is a requirement for any civilization, and this necessitates quantitative estimates of water for effective resource management. The research in this dissertation will focus on the forecasting of hydrological quantities, with emphasis on times of anomalously low water availability, commonly referred to as droughts. Of particular focus is the quantification of uncertainty in hydrological forecasts, and the factors that affect that uncertainty. With this focus, Bayesian methods, including ensemble data assimilation and multi-model combinations, are utilized to develop a probabilistic forecasting system. This system is applied …

A before-and-after analysis was performed at eleven intersections where a bike box was installed in Portland, Oregon to explore the safety effects of the treatment. Video data were gathered prior to installation at 14 intersections where a bike box installation was planned by the Portland Bureau of Transportation. Cameras were set up to capture three full twenty-four hour days (72 hours) of data for each intersection from Tuesday through Thursday. Of the 14 original selected intersections, 11 intersections actually received the bike box treatment. This research focuses on the data quality control methods for evaluating the performance of Weigh-In-Motion (WIM) systems on Oregon highways. This research identifies and develops a new methodology and algorithm to explore the accuracy of each station's weight and spacing data at a corridor level, and further implements the Statistical Process Control (SPC) method, finite mixture model, axle spacing error rating method, and data flag method in published research to examine the soundness of WIM systems. Improving the efficiency of traffic operations along arterials is currently a priority for many agencies as their roadway infrastructure is built out to the largest possible capacity within the urban environment. Many advanced systems are being implemented to optimize traffic signal timing. Air quality is typically not a consideration when these decisions are made. The relationship between exposure to air pollution and traffic signal timing has not been fully explored by other researchers. Tides are the rise and fall of water level caused by gravitational forces exerted by the sun, moon and earth. Understanding sea level variation and its impact currents is very important especially in coastal regions. With knowledge of the tide-generating force and boundary conditions, hydrodynamic models can be used to predict or model tides in coastal regions. Crashes resulting from automobiles running a red light are typically severe in nature. One way to try to reduce the number and severity of these types of crashes is by increasing the red clearance interval of a traffic signal. In Portland, Oregon, eight intersections received a variety of treatments including red extensions. Determining which treatment had what effect can be difficult to weed out. Using a combination of crash analysis and a model simulating an intersection with red extensions, this paper describes the estimated impact of red light running intersection upgrades and red extensions on crashes.
