Data From: Active Transportation Counts From Existing On-Street Signal And Detection Infrastructure, Sirisha Kothuri, Patrick Allen Singleton, Mahyar Vahedi Saheli, Elizabeth Yates, Joseph P. Broach

This study’s objective was to use data from existing traffic signal infrastructure to estimate pedestrian volumes. Pedestrian push-button actuations were collected from signal controller logs at 49 intersections in western Oregon and an additional 16 intersections in eastern Oregon. These actuations were then compared to observed pedestrian counts, totaling over 34,000 people, obtained from video recordings. After exploring various options, a simple quadratic relationship was modeled using a single measure of pedestrian signal activity: the number of push-button presses (filtered to remove multiple presses within 15 seconds). This study proposes a multi-period facility location formulation to maximize coverage while meeting a coverage reliability constraint. The coverage reliability constraint is a chance constraint limiting the probability of failure to maintain the desired service standard, commonly followed by emergency medical services and fire departments. Further, uncertainties in the failure probabilities are incorporated by utilizing robust optimization using polyhedral uncertainty sets, which results in a compact mixed-integer linear program. A case study in the Portland, OR metropolitan area is analyzed for employing unmanned aerial vehicles (UAVs) or drones to deliver defibrillators in the region to combat out-of-hospital cardiac arrests. The main objective of this research was to evaluate the seismic performance of existing sub-standard reinforced concrete (RC) bridge column-spread footing subassemblies and to quantify the material strain limits through a full-scale experimental program. A total of six column-footing test specimens with pre-1990 construction details were subjected to reverse cyclic lateral loading, utilizing a conventional three-cycle symmetric loading protocol and a protocol representing the demands expected from a CSZ earthquake. This study quantitatively examines the impact of the new Light Rail Transit (LRT) service on employment growth in retail, knowledge, and service sectors before and after opening the LRT. At the corridor level, this study conducts a case study of Greenline in Southeast Portland, Oregon. The results of the corridor level study suggest that the new LRT service increased employment along the Greenline corridor among all the three sectors of interest- retail, knowledge, service in the long-term (ten years) while having slightly different results for the short-term (five years), likely due to the slow growth of LRT benefits. The increasing trend in the number of bicycle crashes in the U.S since 2009 has been a major challenge to safety. In 2019, a total of 36,096 people were killed on U.S roadways. A total of 846 (2.3%) of these fatalities were bicyclists and around 75% of the bicycle fatalities occur in urban areas and intersections are common locations of crashes. Many bicycle enhancements such as bike boxes, bicycle signals, curb extensions have been installed to improve safety at signalized intersections. A classical maximum coverage facility location problem (MCLP) tries to maximize the coverage by serving all possible demands within the specified coverage radius. Depending on the applications, several families of MCLP variants have been developed - each with its unique set of additional constraints. One specific application is locating Emergency medical service (EMS) units. EMS units such as ambulances or drones with emergency supplies are located using models such as the maximum expected survival location problem (MEXSLP). Facility location problems are used in widespread application in transportation, freight, supply chain, and logistics problems. Models can be developed as deterministic, where all parameters are known, or robust, where a parameter has uncertainty. This thesis explores a new method for developing robust formulation and compares the implications of assuming values for this uncertain parameter. Two models are solved, and both are compared against their deterministic counterparts using numerical analysis. By manipulating the input parameters and considering real world implications of the solutions, either the robust or deterministic can show better performance.

This paper presents the results of an online survey of licensed driver comprehension of the right-turn signal displays with a focus on the flashing yellow arrow (FYA) and also including the circular green and red and red arrow. Recruitment postcards were mailed to a random sample of 9,872 residents in Oregon. The online survey yielded 399 responses. The open-ended responses were coded for comprehension and analyzed. The results suggest that FYA for right turns is well understood by Oregon drivers despite its current novelty (only two locations at the time of the research). Improved bicycle infrastructure has become increasingly common in the United States as cities seek to attract new riders, including the demographic who do not feel comfortable riding with motor vehicle traffic. A key tool in designing low-stress networks is the use of separated or protected bicycle lanes, and intersections are the critical links. This study employs a random parameters binary logistic regression (LR) to characterize the impact of environmental and structural parameters on concrete highway bridge deck deterioration nationwide. Two specific gaps in the literature are addressed: (1) the use of a nationwide dataset for analysis, and (2) the implementation of a methodology to account for unobserved heterogeneity. Drones are increasingly being utilized to deliver medical supplies, and the COVID-19 pandemic has accelerated this trend. Drones arrive quickly by taking more direct paths and avoiding ground-based obstructions. However, drones are not completely reliable and may also experience failures and delays. For consumer products, delivery delays are an inconvenience, but for some medical supplies, delays may be fatal. A right-hook (RH) crash is a common type of bicycle–motor vehicle crash that occurs between a right-turning vehicle and through-moving bicycle at an intersection in right-hand driving countries. The following report explores five different pedestrian risk estimation methods at urban intersections. Six study intersections in Tillamook, Oregon were chosen as a case study to analyze each risk estimation method and apply the values to a project prioritization process. Ultimately, risk factors of both exposure and infrastructure contribute to the highest amount of risk for pedestrians. The Oregon Department of Transportation's State Planning and Research Report 779 was identified as the most comprehensive risk estimation method.

This seminar will present ongoing research into how integrated social, natural, and engineered systems can improve life safety under threat of multi-hazards. The targeted scenario is a magnitude 9.0 earthquake and tsunami from the Cascadia Subduction Zone, threatening communities along 1,000 miles of the US Pacific Northwest coastline.

Understanding the key factors that contribute to transit travel times and travel time variability is an essential part of transit planning and research. Delay that occurs when buses service bus stops, dwell time, is one of the main sources of travel time variability and has therefore been the subject of ongoing research to identify and quantify its determinants. Previous research has focused on testing new variables using linear regressions that may be added to models to improve predictions.
