The construction industry is facing many challenges. There are growing consumer demands for sustainable building. The construction industry generates a significant portion of the waste going into landfills. The construction industry has failed to keep pace with productivity in the manufacturing industry. Varying legislation and executive orders coupled with needs for energy resiliency have led the United States Air Force (USAF) to pursue sustainable construction. However, the limited understanding of initial costs to implement these changes have contributed to poor project cost estimating, resulting in 62 percent of USAF projects experiencing more than 5 percent cost growth. After reviewing 1628 USAF Military Construction (MILCON) construction projects in 922 category codes (CATCODEs), a twotailed t-test for populations with unequal variance was accomplished on the final normalized contract cost for 340 projects in 16 CATCODEs executed between 2002 and 2017. In an effort to make Union College a more environmentally friendly campus, this research project focuses on the application of Union’s liquid-based solar thermal collector system. The motivation for this research project is due to the increasing demand for renewable energy sources in order to decrease our society’s dependence on fossil fuels. The system features nine, 16-tube, evacuated tube solar modules which absorb radiant solar energy from the sun. Through a two loop system, thermal energy is stored in water within two-80 gallon storage tanks. This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

The following are a series of cost estimate models similar in format to a typical engineer’s estimate that were developed in support of our financial impact assessment report for LD 1725. The models us current material costs, labor costs, and equipment costs for the region to provide a comparative cost analysis of seven culvert replacement scenarios. The models provide information about what the cost impact of LD 1725 would be for typical culvert replacements in Maine. However, due to the inherent restrictions of the cost modeling framework we were not able to include the abundance of variables that would be …
