A Delphi Expert Assessment Of Professional Certification Programs For Contracting Personnel, Ronald L. Tougaw Jr.

This study examined the strategic goals that were the basis for the DoDs implementation of mandatory certification for individuals serving in the contracting career field of the acquisition workforce. The study then went on to enlist panels of contracting experts to assess the extent to which two of the available certification programs meet, or fail to meet, those goals. The research method employed to gather input from experts was a Delphi discussion technique. Two separate panels, one consisting of Air Force civilian employees, the other of Air Force active duty officers, participated in eight Delphi iterations facilitated by the researcher. …

Fifteen professionals in a variety of environmental occupations in the United States were interviewed in a structured, open-ended format. Job profiles were developed from the interviews. The philosophy of these environmental professionals is expressed in their own words and offers insights into influences upon career choice, professional training and personal fulfillment. In addition, environmental related career activity guides were developed to help students and their parents and teachers gain an awareness of the occupations available in this field.

In 2000, the Reproductive Health Research Unit in KwaZulu Natal and the Population Council conducted an assessment of 12 youth centers and 7 affiliated peer education programs. The 12 centers, located in urban, peri-urban, and rural areas, offer very different services. The two centers of the KwaZulu-Natal Department of Health focus on providing reproductive health (RH) information and services to adolescents. The six centers of the Youth and Adolescent Reproductive Health Project provide a broader range of youth-friendly RH services, including counseling and life skills education, as well as modest recreational activities. The Population Council's Frontiers in Reproductive Health Program and the Policy and Research Division are collaborating with CARE India to conduct an operations research study to examine the feasibility and impact of adding livelihood counseling and training, savings activities, and follow-up support to the ongoing reproductive health program for adolescents. The short-term objective is to foster the development of alternative socialization processes for adolescent girls that encourage positive sexual and reproductive health behaviors.
