Early Childhood Field Experience Supervision: Negotiating Praxis, Amy L. Kelly
Early Childhood Field Experience Supervision: Negotiating Praxis, Amy L. Kelly
Journal of Educational Supervision
This case examines the complex partnership between the university teacher education program and the host school district. Many factors contribute to the expectations and requirements of both institutions, which can at times, conflict in fundamental ways. The theoretical and research-based methods of early childhood coursework are often different than the reality of those classrooms. Furthermore, the adoption of initiatives like, Culturally Responsive Teaching and Leading standards by university teacher education programs must translate to the fieldwork. School and district-wide mandates often overrule best pedagogical and developmentally appropriate practices. With these opposing perspectives how can supervisors bridge the gap between the …

Reliability Evidence For The Nc Teacher Evaluation Process Using A Variety Of Indicators Of Inter-Rater Agreement, T. Scott Holcomb, Richard Lambert, Bryndle L. Bottoms
Journal of Educational Supervision
In this study, various statistical indexes of agreement were calculated using empirical data from a group of evaluators (n = 45) of early childhood teachers. The group of evaluators rated ten fictitious teacher profiles using the North Carolina Teacher Evaluation Process (NCTEP) rubric. The exact and adjacent agreement percentages were calculated for the group of evaluators. Kappa, weighted Kappa, Gwet’s AC1, Gwet’s AC2, and ICCs were used to interpret the level of agreement between the group of raters and a panel of expert raters. Similar to previous studies, Kappa statistics were low in the presence of high levels of …

How Students With Iep’S And Their Teachers Are Faring In Maine Schools During The Covid-19 Pandemic, Patricia Lech, Amy F. Johnson
Maine Education Policy Research Institute
The goal of the study was to better understand how instruction to students with Individualized Education Plans (IEPs) was delivered during remote learning this past spring and during the fall semester of the 2020-21 school year, and how these vulnerable students have been impacted. Research questions looked at special education teacher impressions of what was effective, the challenges in delivery of remote education, and how student academic progress was affected. Special education teachers and special education directors were also asked how to best help students who fell behind and what additional resources or supports they needed. Teachers reported that most …

Response To Intervention And Multi-Tiered Systems Of Support In Maine Schools: Portraits Of Promising Practices, Kathryn Hawes, Amy F. Johnson, Angela Atkinson Duina
Maine Education Policy Research Institute
In response to requirements of the federal Individuals with Disabilities Education Act (IDEA), Maine enacted a rule requiring all schools to have a multi-tiered system of supports (MTSS) in place by 2012 for a general education, pre-referral system of student support. The purpose of this system, generally termed Response to Intervention (RtI) by many practitioners, was to increase student achievement and decrease the growing number of students referred for special education services. It was anticipated that the system would also reduce overall costs for student support by providing early interventions. The Maine Education Policy Research Institute (MEPRI) was asked by …

Math Pathways Reforms In Maine, Sarah B. Jessen, Amy F. Johnson
Maine Education Policy Research Institute
For the past several years, attention has turned toward reviewing and reframing the curricular pathways in math for students, particularly at the postsecondary level. Focus has shifted not only to math preparedness, but also to redefining the curricular pathways that lead to academic and career success. In higher education, the central principle involves redefining and reorganizing coursework around defined pathways, based on academic and career interests of students. For K-12 institutions, the math pathways reforms have less clear implications. One key organization working in this area--both nationally and in Maine--is the Dana Center at the University of Texas at Austin. …

Feasibility Study Of Assessing The Supply And Demand For Educators In Maine, Amy F. Johnson, Lisa Morris
Feasibility Study Of Assessing The Supply And Demand For Educators In Maine, Amy F. Johnson, Lisa Morris
Maine Education Policy Research Institute
Like most states, Maine is facing staffing shortages. Recent Maine Education Policy Research Institute (MEPRI) studies have documented--both quantitatively and qualitatively--some of the challenges that schools face in filling teacher positions. In this report the authors focus on the supply of educators and assess the feasibility of using administrative data from the certification system to identify shortage areas. Specifically, they combine certification and staff data to quantify the number of certificate holders who are working in their endorsement area, working in education outside of their endorsement area, or not working in Maine's education sector (i.e. potentially available for hire) to …

Using data from 21 Educare schools, the researchers measured the rate at which children from birth to kindergarten-age enter the school and rate at which they exit the school. Educare schools are highly resourced Early Head Start/Head Start programs targeting children at risk, especially children from low-income backgrounds. About 10% of the children have a disability. Results showed that children with a disability tended to stay in the program longer, especially when enrolled in Early Head Start.

Prek Special Education Inclusion Practices In Maine: An Exploratory Study Of Three Districts, Janet C. Fairman, Amy F. Johnson
Maine Education Policy Research Institute
The question of how to best meet the social and emotional needs of PreK students in Maine has been a legislative focus in recent years, including two attempts to convene legislative task forces to restructure the provision of special education services for children aged 3 to 5. This Maine Education Policy Research Institute (MEPRI) study sought to address the research gap on PreK special education inclusion. Specifically, this study sought to learn more about current practices and views regarding the inclusion of special education students in public PreK programs, what challenges schools and teachers face in serving these children, and …
Approaches To "Grow Your Own" And Dual General And Special Education Certification, Catherine Fallona, Amy F. Johnson
Approaches To "Grow Your Own" And Dual General And Special Education Certification, Catherine Fallona, Amy F. Johnson
Maine Education Policy Research Institute
The shortage of special education teachers is a persistent problem in Maine. In addition to the shortage of individuals prepared to work as special education teachers, there is also a need to support special education students in the general education classroom. The majority of students who are identified with disabilities spend most of their time in classrooms with general education teachers. Yet, general education teachers' preparation to work with the special education students in their classrooms is limited. In order to address the need for teachers who are prepared and qualified to work with students with disabilities, the Joint Standing …

Implementation Of Response To Intervention Programs In Maine, Amy F. Johnson, Benjamin Hutchins
Maine Education Policy Research Institute
As a response to the 2004 Individuals with Disabilities Education Act (IDEA) federal statute, Maine enacted a rule requiring all schools to provide additional support to students who are not on track for meeting state learning standards beginning in 2012. One intent of the requirement was to improve student achievement, and another was to reduce the number of children who are identified as having special educational needs and thus require an Individualized Education Plan. Recent policy discussions, including the 2018 report of the Task Force to Identify Special Education Cost Drivers and Innovative Approaches to Services, have raised the question …

Nationally, over the past few decades, standards-based school reform has taken root as a policy initiative and instructional model. This has advanced the use of learning standards and aligned assessments as a mechanism to bring consistency and clarity to public school curriculum and instruction, with the intention of raising student achievement. The adoption of the Maine Learning Results in 1997 marked Maine's entry into this new era of standards-based reform. For the past six years, school districts across the state of Maine had been in various stages of implementation of a 2012 law that required high schools to certify that …
