This critical qualitative study documented what was learned about the process of making culturally relevant teaching foundational to the commitment of a literacy coach while working closely with a kindergarten and first grade teacher for one school year. The purpose of this qualitative descriptive study was to explore the instructional practices of elementary English language learner (ELL) teachers and how those practices are perceived by the teachers to be aligned with improved ELL academic performance. The study is grounded in Ladson-Billings’ theory of culturally relevant pedagogy, which holds that student academic achievement and cultural identity should be affirmed. The research questions focused on exploring instructional practices used by teachers to support ELL learning and the teachers’ perceptions of how their practices are aligned with improved ELL academic performance. Culturally responsive pedagogy (CRP) is a teaching approach that can be utilized to improve academic outcomes among diverse student populations. Currently, however, there is a lack of research examining why some teachers struggle to implement CRP, particularly in educational contexts beyond the U.S. This study examined why there is a lack of implementation of CRP within combined schools in the Kavango East region of Namibia. This qualitative study examines the experiences of three alternative certification teachers (teachers who begin teaching as they worked to complete teacher education courses for initial certification) whom I call “teacher learners” (Jacobs & Low, 2017) as they try to enact culturally responsive practices while navigating their first-year of teaching. The teacher learners worked to develop their understanding and capacities to enact a culturally responsive pedagogy (CRP) even as they were faced with the obstacles inherent to shifting teaching practices in K-12 schools. Existent literature purports that providing White teacher candidates with increased exposure to urban schools in order to create culturally competent educators has failed. These findings reflect the notion that teacher ideologies and overall perspectives about working with diverse student groups must be harnessed in a genuine ethic of care and intentionality for students of color. Though a framework for foreign language education exists, the lack of guidelines, proper implementation, and benchmarks, along with scarce research on the effects of implementing cultural aspects in immersion classrooms leaves foreign language educators in the dark. An action research study design was utilized in a second grade Chinese immersion program at a language academy, investigating the impacts of the inclusion of culture activities in the classroom. Areas included were cultural exposure, teaching methods, teaching materials, cross cultural education, and challenges. Response to Intervention (RTI) developed out of educational policies and practices that comprise NCLB and IDEA. RTI is a system to ensure all students receive high-quality instruction that meets their needs, increases opportunities to learn, and prevents reading failure. A culturally relevant RTI framework offers the most promising pedagogical approach to quality instruction and educational equity. National Assessment of Educational Progress (NAEP) data reveal that students with disabilities who are emergent bilinguals (English language learners) have the lowest levels of profficiency in reading and mathematics among all student groups. We consider issues related to the instruction of emergent bilinguals, including those identified as having specific learning disabilities, using a Response to Intervention (RTI)/Multi-Tiered Systems of Support (MTSS) model. In so doing, we argue that instructional practices consistent with a robust Tier 1 framework are beneficial to emergent bilinguals with and without learning disabilities while differentiating Tier 2 and 3 interventions may improve outcomes for emergent bilingual …

Despite a growing body of work involving culturally relevant pedagogy, methods for selecting culturally relevant literature, or involving students in the selection process, are poorly understood. The objective of this qualitative study of a seventh grade language arts classroom was to explore a process for students to assess and select culturally relevant literature. This study also probed how the implementation of culturally relevant literature impacted achievement, engagement, and interest. The resulting process utilized cultural relevancy rubrics and book previews, which led to a majority of students finding a culturally relevant novel. A continued increase in the number of English language learners (ELLs) in U.S. schools has made educators consider the ways they approach teaching and learning for these students. Culturally responsive teaching is one way many educators have attempted to meet ELLs’ unique needs, valuing the cultural and linguistic diversity that they bring to school with them. In the public school setting and beyond, African American males are often positioned as a problem. Educators have implemented and studied the use of culturally relevant pedagogy (CRP) in an effort to shift this deficit perspective of African American male students, as well as other students of color.
