The volume in which this essay appears was a response to the book Better Leaders for America’s Schools: A Manifesto, published in 2003 by the the Broad Foundation and the Thomas B. Fordham Foundation. It was created around the premise that America's schools face a crisis in leadership. For America to have the great schools it needs, it contended, schools and their school systems must have great leaders.

The effects of technology on the instructional mission of this nation's colleges and universities have been both positive and negative. While an estimated two million students, many of whom would not have had access to higher education a few decades ago, are already engaged in distance learning, this gain has been paralleled by a proliferation of inferior, profit-driven institutions and degree programs. Public school reform has taken three distinct turns over the past two decades. In the early 1980s, most policymakers blamed a lack of educational productivity on lazy students. Influenced by this argument, virtually every state legislature enacted laws lengthening the school year, lengthening the school day, and increasing high school graduation requirements. Within a relatively short period of time, however, the would-be reformers concluded that intensification of student experiences was insufficient to produce significant improvements. While not abandoning their original conviction, they shifted their attention to a second target-educators. The result was a flurry of proposals to revise or eliminate …

Much has been written concerning the need for schools to restructure. In scores of books and journals on school restructuring, suggestions have centered around such concepts as: decentralization, school-based management, and collaborative decision-making. Although these models have been utilized over a number of years, there is limited evidence relating to their effectiveness.

With the passage of the Education for all Handicapped Children Act (PL 94-142) in 1975, the United States Congress sought to provide educational opportunity to all children. In 1990, with added amendments, the law was renamed the Individuals with Disabilities Education Act (IDEA). Turnbull reported in 1993 that Congress had found approximately one-half of the nation's eight million children with disabilities were not receiving an appropriate education and about one million were receiving no education at all. Interestingly, warnings about the deterioration of America's schoolhouses have generated only limited public reaction. State legislators, governors, federal officials, and corporate executives — all of whom were exceedingly eager to react to earlier education reports such as A Nation at Risk- have been amazingly silent. Where are the legislative proposals to eradicate this problem? Where are the creative ideas from managers in private industry? Where are the calls for establishing a national commission to address this crisis? The most likely response to these questions is that the cost of solving the problem is simply too great. Efforts to prepare teachers to be leaders are often impeded by a number of barriers in society and schools. Obstacles in the workplace are largely products of organizational cultures and climates that place teachers in subordinate roles. The study compared social climate perceptions of allied health educational (AHE) program directors in order to discover the potential for high performance in accredited allied health educational programs. The study sought similarities, differences, and relationships in workplace social climate perceptions of program directors grouped by selected demographic characteristics.
Directors from accredited AHE programs were surveyed using the unmodified Work Environment Scale (WES) instrument. Forty null hypotheses were tested using multiple means comparison and linear regression.
WES scores showed no significant differences when compared by levels of allied health specialty, tenure status, highest degree, public or private institutional governance, and number …

This study intended to determine 1) if, among administrators in higher education, commitment to the work role, commitment to the family role, and work-family role conflict varied by gender and other demographic variables, and 2) what combination of variables best explained level of work-family role conflict in this population.
A random sample, stratified by type of institution, was selected from the 4,679 department chairs in 196 public colleges and universities in the Southern Regional Education Board (SREB) member states. This study examined the effectiveness of an educational service district's programs and services as perceived by various educator groups. The population of the study included certificated public school employees and school board members.
A sixty-two item survey instrument was used to obtain information from the study population. Of the 1507 survey instruments distributed, 769 instruments were returned for a response rate of 51%.

The problem investigated was the degree of incongruence between the perceptions of nursing education administrators and nursing service administrators in regard to the educational preparation and employment practices for technical and professional nurses which has contributed to discontent in the profession. The population studied was nursing education administrators in AD and BSN programs and nursing service administrators in general acute care hospitals in West Virginia. The research method was a descriptive survey using a mailed questionnaire developed by a researcher. Eighteen (100%) of the nursing education administrators and sixty (89.6%) of the nursing service administrators responded.

This study revealed that the West Virginia Forestry Camp has in its legal machinery the purpose of rehabilitating male juvenile offenders between the ages of 16 and 21. However, no overt statements of educational objectives were found in the rehabilitative program.
Tests revealed both a low intelligence level and a low grade achievement level among the cases examined.
Questionnaires made known the desire of many of the commitals to take part in vocational training at camp. This means of inquiry also made known the reluctancy of several boys to participate in any portion of the camp program except the work …
