Female superintendents continue to make up a small fraction of public-school superintendents in this country. This study focused on gathering stories of current female superintendents in the state of Washington, all of whom are within their first three years of their superintendency to determine the extent to which mentoring had an impact on their career path leading into the superintendency role and the impact of mentoring in sustaining their role as a seated superintendent.

Student performance data reporting between traditional public schools (TPS) and public charter schools (PCS) is not uniform and cannot easily be compared by enrolling parents. The purpose of this quantitative study was to determine if achievement scores of students in TPS and PCS can be used to uniformly compare student performance. The theoretical base for this study was contingency theory by Fiedler. The research question sought to answer if academic outcomes in TPS were statistically significantly different from PCS in English/ Language Arts for Elementary school students. This article discusses climate change and the impacts of fossil fuels. In doing so, two approaches are outlined to deal with fossil fuels in Washington: a gas tax and a cap and trade system. In a groundbreaking 2016 decision commonly referred to as the Hirst decision, the Washington State Supreme Court recognized the interrelationship between land use and water use. The Court held that the state’s Growth Management Act required local governments to protect water resources through measures ensuring that new development would not deprive senior water users of their water rights. The decision focused on development relying on permit-exempt wells. Permit-exempt wells reflect a pioneer mentality that encourages dispersed development by allowing rural property owners and developers to appropriate water without obtaining a permit. This qualitative study explored recently arrived Salvadoran parents in Washington, D.C. The primary purpose of this dissertation was to learn the perspectives that recently arrived Salvadoran parents have about their children's education to build and sustain collaborative relationships in schools. This study holds implications for schools, school administrators, teachers, teacher preparation programs, policy makers, and educational researchers serving recently arrived Salvadoran immigrants. Specifically, this dissertation calls for educators and stakeholders to directly learn from recently arrived Salvadoran parents to identify and address the unique needs of their children in U.S. schools.

The recent racially and sexually charged threats that were made in Fall 2015 toward a specific Black woman leader on Western’s campus, and Black students at large, were not isolated events for our University. The current campus climate of whiteness and exclusivity at Western has been maintained through the history of marginalization of Black individuals on this campus. Through conducting archival research on the history of student activism that occurred through Western’s Black Student Union, my research revealed that our student publication failed to accurately represent the BSU and was counterproductive in trying to promote racial justice on Western’s campus …

A Comparative Analysis Of Supplemental Education Services On Academic Outcomes In Five Large Washington School Districts, Anthony R. Brown

This study compared two groups of Title I schools to determine the impact on student achievement when given the opportunity to receive supplemental educational services. Two groups of schools from the five school districts were selected for this study. The study employed a causal-comparative design using post hoc data from two administrations of the Washington Measurement of Student Progress assessment in Reading and Mathematics. The selected two groups of Title I schools, consisted of the participating Title I schools (those schools receiving SES support), and the non-participating Title I schools (those schools not receiving SES support). Basic skills instruction has had poor success in equipping adults with the training needed in today's global economy. The educational leaders in Washington State realized the necessity of rapidly equipping adults with career skills and developed the Integrated Basic Education and Skills Training (I-BEST) program to meet workforce needs. In 2004, Washington State piloted the I-BEST program in ten institutions, but it has since expanded to all 34 of the State's community colleges. I-BEST is an instructional method which provides basic skills support to ABE and ESL students while they receive career training. I-BEST uniquely pairs a basic skills instructor …

In 1999, the Faculty Senate approved Western's participation in a national survey of faculty conducted by the Higher Education Research Institute (HERI). Western's preliminary analysis of the data revealed that Westerns full-time female faculty reported experiencing sexual harassment at a higher percentage than did full-time female faculty at peer institutions--with each cohort made up approximately 62% tenured faculty and 38% non-tenured faculty. It was also noted that Western's female faculty were more likely to report feeling subtle discrimination than female faculty at peer institutions and less likely to agree that women faculty are treated fairly. During the Winter quarter, 1996, nearly three-quarters of the faculty (70.4%) responded to a questionnaire concerning the advisability of expanding the WWU Summer Session to constitute "year-round" operation. Generally, the faculty supports the idea, although only if the program is high-quality and fully supported, if the program operates with few temporary Summer-only faculty, and if pay for Summer Session increases. Most faculty, 71.7%, say Western "definitely" or "probably" should pursue an enlarged Summer Session, while only 16.4% oppose such a move. Support for expanding Summer Session is, however, limited by two concerns. First, only about 45% of academic year faculty …

During fall quarter, 1994, the Office of Survey Research conducted a telephone survey of in-coming freshmen and new transfers. A total of 322 freshmen and 270 new transfers participated. Among the survey's items, students were asked to describe the courses in which they were registered, as well as their use of and satisfaction with academic advising for their major, their transition to Western, and their living and studying arrangements. The topic of this issue of Focus is where students live and study, and their levels of satisfaction with those living and studying conditions.

Executive Summary: At the request of President Morse and the Student Employment Center's Community Service/Volunteer Program, Western's 1994 alumni survey documented the extent and nature of community service activity by Western students, both as part of their course work and as non-course-based volunteer activities. We refer to these activities as "service learning." We also measured students' impressions concerning the value of their service experiences and estimated the impact of students' community service activities on the Bellingham and Whatcom County communities.
