English Language Learners (ELLs) have been over-identified for placement into special education classes for more than 20 years. Causes include a lack of precisely defined constructs for disabilities, funding methods used by states, failure to follow federal legislation, weak prereferral systems to special education in schools, a huge influx of non-English speaking students to the classroom, and a lack of training amongst teachers. In the last 20 years, teacher preparation programs have come under close scrutiny by the public and governmental agencies charged with monitoring teacher quality and the academic achievement of American students. Both regular and special education teacher preparation programs struggle with the requirement to collect valid and reliable evidence of teacher candidate performance and their effect on student learning. This study incorporated an ecobehavioral assessment tool (MS-CISSAR) in the evaluation of 13 special education teacher candidates during their internship experiences. This study investigated teachers' attitudes of successful versus unsuccessful inclusion. All subjects were general and special education fourth and fifth grade teachers in an elementary suburban school district. One instrument was used for data collection in this research, which consisted of a survey with a rating scale and a written interview to gather teachers' attitudes. This study explores the collaboration of parents and school team members to increase students with disabilities' overall success. The subjects chosen to participate are from Albion Elementary School, consisting of ten students, five teachers and three parents. Each participant completed a yes/no checklist containing question regarding behavior charts, communication, backpacks and homework. These checklists were collected and analyzed. Results from the data collected indicate that students do not have the same viewpoint as parents and educators regarding their backpacks being checked after school. For more than thirty years, it has been acknowledged that African American students have been over-represented in programs designed for individuals with mild mental retardation (MMR). This project was designed to explore the history and literature of the research that has been conducted on this subject over the past three decades.
