Purpose: The purpose of this mixed-methods case study was to identify and describe the

behaviors that exemplary Special Education administrators use to create personal and organizational meaning for themselves and their followers through character, vision, relationships, wisdom, and inspiration. In February 2013, the Illinois State Board of Education (ISBE) informed school districts that they were considering changing the rules related to special education class size and the percentage of students with Individualized Education Plans (IEPs) who can be enrolled in regular education classrooms. The purpose of this study was to investigate the factors that educators in a large, suburban, public school district in the southeastern United States believe contribute to African American and English Language Learners (ELL) being referred to special education at a higher rate than traditional students by exploring the attitudes and perceptions of teachers, administrators, and psychologists using surveys.
