The purpose of this mixed-methods study was to analyze the relationships that existed between the special education leaders and other members of a district leadership team in order to measure their access to social capital. Quantitative data were collected using surveys of one school district’s leadership team and social network analysis (SNA) was used to visually analyze the connections between members of the team. Qualitative data were subsequently collected via semi-structured interviews of each of the 19 members of the leadership team. If a student is not engaged during a test, their test score will not be an accurate representation of what they are capable of. This is a concern because of the possible negative impact on the validity of test score interpretations and decisions being made based on such test scores that are not in the best interest of the student. This qualitative study is designed to investigate how state special education agencies (SEAs) implement the policy tool of engaging stakeholders to respond to the federal expectations of improving results for students with disabilities through their State Systemic Improvement Plans (SSIPs). The traditional top-down, authoritarian roles of SEAs have not adequately met the stakeholder policy expectations at the local level. With federal policy pressuring SEAs to deliver on local education outcomes, stakeholder engagement has become an operation reporting expectation in SSIPs. The primary purpose of this study was to analyze the relationships that existed between the district-level special education leadership team and two elementary schools. The study used social network analysis (SNA) as the primary methodological and analytic approach to reveal the structural dimensions of the advice giving/receiving networks within the schools to delve more deeply into network relationships, collaboration, and knowledge impact. Effective Reading Interventions For Spanish-Speaking English Learners With Reading Disabilities, English Learners Who Struggle With Reading, Or Both: A Meta-Analysis Of Second Through Fifth Grades, David Stephens

This meta-analysis synthesized research on effective instructional practices and strategies in second through fifth grade for Spanish-speaking English Learners (ELs) who have reading disabilities and English Learners who struggle with reading. The central research problem is the dearth of research addressing literacy instruction for ELs with reading disabilities, making identification of effective reading interventions difficult. The inclusion criteria for the meta-analysis resulted in 15 quasi-experimental or single-subject empirical research studies that used reading interventions to improve the reading comprehension performance of ELs. The overall average effect size for the meta-analysis, not based on homogenous studies, was 1.15. When outliers were …

This study describes how a systematic 7-Step Virtual Worlds Teacher Training Workshop promoting inquiry, experiential learning, and sociocultural theory guided the enculturation of 18 special education teachers into three-dimensional virtual worlds. The main purpose was to enable these teachers to make informed decisions about the usability of virtual worlds for students with social skills challenges, such as students with autism. Mixed-methods data analysis and triangulation were based on the analysis of seven instruments. This study examined the communication between sending court and community schools of a County Office of Education’s (COE) Alternative Education program and the receiving juvenile detention facility of a county in a Western state and how the communication between the two facilities affected the level of special education services provided to incarcerated youth, specifically the occurrence of 30-day placement IEPs. In 1995, the Office for Civil Rights conducted a compliance review of the Bayou Parish School System (a pseudonym) in Louisiana. The review revealed a statistically significant underrepresentation of African-American students in the Bayou Parish gifted program. This case study examined how African-American representation in a gifted program may be increased through the use of research-based interventions implemented by the Office for Civil Rights.
