In most of the United States, the central area situated between boulevards is referred to as the median; however in New Orleans, Louisiana, since the Civil War, the area is called the neutral ground. This qualitative study concerns the neutral ground area of the segment of North Claiborne Avenue which runs through Faubourg Tremé, the oldest Black neighborhood in the United States. My interest in this specific space stems from the fact that I understand it as a space of Black education. This qualitative study grounded in the theoretical framework and research of Alexander Astin’s Student Engagement Theory, with support from Critical Race Theory and Terrell Strayhorn’s work on Sense of Student Belonging, utilizes a methodological case-study approach with multiple units of analysis. In an effort to understand the choice, ownership, and engagement of White men who hold membership in Black Greek Letter Organizations (BGLO), this study utilized the counter-narrative tenant presented and supported by Critical Race Theory to examine the racial identity and engagement of fraternity men from a pluralistic experience. Abstract This dissertation examines representation of African Americans in gifted programs in an urban school district where the creation of gifted programs was enacted as a tool for desegregation. The research is conducted from the perspectives of gifted African American students in an effort to shed some light on whether an achievement gap exists or is the makeup of the program itself a deterrent to the enrollment of African American students. Since environmental education’s emergence in America, the field has been primarily focused on increasing environmental awareness, attitudes, knowledge, skills, and behavior. Yet the nation’s overall level of environmental literacy, especially with regard to the performance of environmentally responsible behaviors, continues to be low (Coyle, 2005). Unlike school-based education programs, which only reach a segment of the population, informal sites have the potential to influence learners of many ages and diverse backgrounds (NRC, 2009).
