Literacy disparity is a widespread problem for schools across the country. Children with reading difficulties are present in every school in the United States. Although literacy is the foundation of all academics, many students lag behind regardless of their socioeconomic, racial, or gender status. This project concentrated on the planning stage of developing a literacy program for students in rural Halifax County. The proposal was written to take use of both sides' current strengths while also looking for ways for the organization, community, and me to expand. The role of a school leader is complex and multifaceted involving managerial duties and resource allocation (Jenkins, 2009). This study examined how a literacy program, On Our Way to English® (OWE), for English Learners (ELs) was implemented in one North Carolina public school district. The program contained the elements of phonics, vocabulary, reading, and writing instruction. The researcher collected documents from participants as well as conducted observations of teachers implementing the program with ELs while taking field notes. The data collected were analyzed to determine how competent the participants felt in implementing the program with EL students and how it impacted their academic success. The purpose of this study was to determine the impact the integration of critical thinking through Write from the Beginning and Beyond: Response to Literature had on planning, instruction, and assessment. Based on the school’s end-of-grade reading tests scores, educators determined students struggled in reading and designed an action plan using a logic model. The teachers at the intermediate school in the piedmont of North Carolina were previously trained to use the program and determined the program was being implemented as intended. The purpose of this study was to determine if improving reading achievement through Houghton Mifflin Harcourt’s (HMH) READ 180 program impacted a student’s reading self-efficacy. Of the students participating in this study, particular attention was placed on the factors of gender, ethnicity, and the length of time students were exposed to HMH’s READ 180 program.

The setting for this research was three middle schools in upstate South Carolina. The schools sampled were from a combination of urban, suburban, and rural populations. The study’s methodology was quantitative and correlational.

This case study examined the impact of small class size using small group instruction with ability grouping for early literacy intervention. In this study, data were analyzed to determine the impact small class size, paired with small group instruction for intervention, had on students in terms of attaining grade-level proficiency standards. DIBELS data and facilitator interviews were analyzed from first and second grade intervention and traditional classes to determine the effectiveness of small class size and ability grouping for students to achieve grade-level proficiency in literacy. This dissertation utilized a mixed-methods, quasi-experimental design to investigate the impact of parent development on rising third graders' summer reading losses as measured by the difference in May and August oral reading fluency scores. Title I parents and students from three schools in a rural North Carolina school district participated in a parent development session that focused on reading strategies to use at home.
