School and system improvement
The primary focus of this review is on strategies for improving literacy and numeracy outcomes in the Northern Territory. Clearly, the role of school education is much broader than the development of students literacy and numeracy skills, but these are foundational skills on which almost all other school learning is based. It is also clear from research that low levels of literacy and numeracy by the middle years of school are associated with lower school completion rates and a range of post-school outcomes, including higher levels of unemployment, lower lifetime earnings, and poorer health outcomes. The Supporting Improved Literacy Achievement (SILA) project has attempted to make a difference to literacy achievement in some of the most ‘educationally disadvantaged’ schools in South Australia, and hence to take on seriously what has been an intractable policy and practice problem for many decades. In brief, the SILA project has adopted a coaching model as the means of providing schools with support for developing responses to diagnostic reviews. The COAG Reform Council must independently assess whether Australian jurisdictions have met pre-determined milestones and performance benchmarks contained in the National Partnership on Literacy and Numeracy before reward funding is paid. This report assesses state and territory performance for 2010. Part A describes the National Partnership; Part B devotes a chapter to each jurisdiction's assessment; and Part C suggests improvements to the performance reporting framework.

Designed and developed Schools’ Assessment Designed and developed by the Australian Council for Educational Research (ACER), the International Schools' Assessment Program (ISA) is currently administered in 260 international schools worldwide with over 49000 students participating, and allows these schools to benchmark themselves against other international schools in the core skill areas of mathematical literacy, reading and writing. The ISA is a culturally inclusive test that provides meaningful and valuable information for education providers and the parents of students.

The Australian Council for Educational Research (ACER) leads an international consortium of research organisations, and educational institutions to deliver the International PISA project on behalf of the Organisation for Economic Cooperation and Development (OECD). Translated into 48 languages and then verified to ensure they can be understood by students from a wide range of language and cultural backgrounds, PISA questions are based on relevant, everyday situations. PISA tests the reading, mathematics and science literacy of 15-year-olds across the world. In 2009 around 400 000 students from 57 countries took part.

There is a pervasive reading crisis in the United States. Critics, including policymakers, educators, literacy scholars, and professional educational organizations have openly accused university teacher preparation programs of not preparing candidates to deliver effective reading instruction. This qualitative study used narrative inquiry to explore ways in which teacher candidates' participation in a research-based university clinical practicum contributed to their pedagogical understanding of literacy instruction. Conceptually this study was based on constructivism and the ideas of Dewey, Freire, Vygotsky, and Schön. Data collection included multiple interviews and observations to determine how teacher candidates' participation in clinical practicum affects their assumptions about …

The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. School principals also completed a survey describing the context of education at their school, including the level of resources in the school and qualifications of staff. …

To focus on the need to improve literacy in rural Appalachia, this study investigates the use of Text Talk during read-aloud to increase the receptive vocabulary of participants. The investigator read six picturebooks to two groups of kindergarteners. Group A had 21 participants and Group B had 20 participants. Each group received instruction on two different sets of target vocabulary words, three in each book. The researcher administered a pre-test and post-test to each student patterned after the Peabody Picture Vocabulary Test. T-tests revealed that students made significant progress learning words when the reader used Text Talk during the lessons. …

The Northern Territory Emergency Response (NTER) was announced on 21 July 2007 and has been implemented over the last four years. This federal government initiative aims to protect children, to make communities safe and to build a better future for people living in Indigenous communities and town camps in the Northern Territory. Diagrams are used heavily throughout contemporary society, yet there is little guidance for educators on teaching students to think critically about diagrams in general. Because of this there is almost no systematic guidance for learners on how to approach unfamiliar diagrams with some degree of confidence, particularly in terms of their ability to think critically about the visual ‘rhetoric’ of a given diagram. This article provides a history of adult numeracy teaching, looking back at the rise and development if adult numeracy provision, mainly in Victoria, from the perspective of an ANT (adult numeracy teacher), beginning in the late 1970s. The author then describes what lies on the horizon, what lessons adult educators can learn, and what opportunities might lie ahead for adult numeracy in the next decade or so. The article contains an exposition on the benefits of explicitly recognising and supporting numeracy within the language, literacy and numeracy equation. Taking a sociocultural theory perspective (Lantolf & Thorne, 2006), this longitudinal study explored the conceptual development of two teaching assistants in a university foreign language department in relation to literacy and language teaching. Findings illustrate the "twisting path" (Vygotsky, 1987, p. 156) of concept development experienced by the two first-time teachers of Spanish as their understandings of literacy and efforts to use tools of literacy evolved over several years. Evidence of the ability to think through concepts of literacy in structuring teaching practices did not emerge for either participant until four semesters after they started teaching, illustrating what a gradual …

Reading First has been implemented in Nebraska since the 2004-5 academic year. In two rounds of funding and participation, schools have transformed the way they trained their teachers, measured student progress, and taught. This transformation is one of the hardest tasks in education and it has taken the considerable dedication of school personnel as well as dedicated leaders from the Nebraska Department of education. The program has seen great success in increasing the proportion of students acquiring basic literacy skills of phonemic awareness, decoding, and oral reading fluency. This paper reports some findings from the first three years of a longitudinal study designed to follow students' growth in literacy from the earliest years at school. A feature of the study was the use of quality children's literature, in the form of picture story books. These texts were the basis of instruments designed to investigate students' developing comprehension, their understanding and knowledge of narrative texts, and their skills in recognising, explaining and making connections with the themes and ideas in the texts. This review was undertaken at the request of the Director-General of the Queensland Department of Education and Training. It reviews progress and makes recommendations ‘about initiatives aimed at improving the performance of Queensland students in literacy, numeracy and science’. More specifically, the Terms of Reference for the review requested an analysis and recommendations relating to:
- the effectiveness of the initiatives implemented in the Government response to the five recommendations of the Queensland Education Performance Review (QEPR); and

Success in the 21st century, for individuals and societies, requires competence in comprehending and communicating in the academic disciplines--the natural sciences, history, geography, and more. The Read-Write Cycle (RWC) Project, a three year longitudinal research study conducted from 2005-2008 in ten public elementary schools in southern California, explored the effectiveness of curriculum and instructional strategies that integrate literacy with disciplinary knowledge with the simultaneous goals of: (1) enhancing students' literacy outcomes; and (2) broadening and deepening knowledge of the content area. Within the context of a national drive to improve literacy and numeracy learning, the Department of Education, Employment and Workplace Relations (DEEWR) is looking at the possibility of developing a set of literacy and numeracy diagnostic tools for use in Australian schools. A frequent objection to large-scale testing programs, both national and international, is that they are used as an instrument of control, rather than as a means of providing information to effect change. Moreover, concerns about large-scale testing often take the form of objection to the specific characteristics of the assessments as being prescriptive and proscriptive, leading to a narrowing of the curriculum and the spectre of 'teaching to the test' to the exclusion of more important educational content.
