Over nine million students in the United States attend school in rural school districts, with a growing percentage of these students identified as emergent bilingual. The purpose of this study is to examine the national emergent bilingual literacy trends and to determine how the opportunities and challenges that rural educators encounter, impact emergent bilingual education in rural schools. This dissertation is an examination of one reading fluency intervention presented in digital form. It begins as an overview of the academic challenges faced by students classified as emotional behavioral disorder in our P-12 schools, due to challenges accessing the curriculum. Children that also have reading fluency deficits have an even more difficult time accessing grade level curriculum. Several theories of education are presented, with a focus on instructivist theory. Instructivist theory focuses on such methodology as Applied Behavior Analysis, which includes Discreet Trial Training and direct instruction.Repeated reading is included. The purpose of this quantitative study was to determine if there was a significant difference in the dependent variables- teacher expectations, self-efficacy, and collective efficacy among the three levels of the independent variable- membership in one three literacy networks in Tennessee- Leading Innovation for Tennessee (LIFT), Read to Be Ready Coaching Network (RTBR), and Tennessee Early Literacy Network (TELN)- and if significant correlations existed between the dependent variables for each network. The purpose of this study was to examine the cognitive types and functions of questions orally posed by early childhood teachers in kindergarten through 3rd grade during a 90-minute literacy block. The cognitive types of questions were determined by the criteria established using Hess’ Cognitive Rigor Matrix (Hess, Jones, Carlock, & Walkup, 2009). The functions of the posed questions were determined by criteria based on the work of Costa (2001), Hughes (as cited in Fusco, 2012), and Lowery (as cited in Fusco, 2012). The purpose of this qualitative study was to examine specific prekindergarten- through 8th-grade reading programs, instructional best practices, academic interventions, and educational activities that are perceived as successful practices in four high achieving schools within the parameters of Northeast Tennessee. This study was accomplished through a protocol of open-ended interviews with 15 participants comprised of 4 school principals, 4 primary reading teachers, 4 intermediate reading teachers, 2 Title I reading specialists, and 1 district language arts coordinator. Additionally, school-specific documentation and basal reading programs were reviewed to triangulate the findings of this investigation.

Two purposes guided this concurrent nested mixed methods research. It examined and described the processes followed and experiences had by the administrators, teachers, and specialists involved in designing and implementing a new Response to Intervention (RtI) model at an elementary and examined the effectiveness of the RtI model on raising achievement scores in reading after its first year of implementation.

Qualitative findings revealed two challenges encountered by district level personnel. First, administrators felt pressured to put RtI into effect quickly due to the needs of students in the district and new educational policies mandating immediate changes to long-standing practices. Second, …
