Neurodivergent (ND) and Emotionally and Behaviorally Disabled (EBD) learners struggle mightily to succeed in traditional school environments. These students are prime examples of the immediate systemic need to continue improving schools to make them more student-centered, i.e., equitable, culturally responsive, inclusive, and differentiated. The researcher is an educator with the Department of Defense Education Activity. The project places the challenges of ND/EBD learners squarely within DODEA’s “Focus Area 1: Strategic Initiative 1.1: Equitable Learning Experiences for All Students” (DODEA 2022b, p. 6). The practice of inclusion has allowed more students with disabilities to participate with their peers in general education classrooms than ever before. However, research findings show that in many cases, educators have low self-efficacy when it comes to their ability to serve students with disabilities within their classrooms. Studies have documented a need for professional development to target inclusion and accommodations, showing that increased training increases teacher self-efficacy in implementing students supports. This literature review explores instructional strategies and cooperative teaching (co-teaching) strategies, based on information gathered from recent research. It is an analysis of various studies that address how co-teaching was implemented in classrooms of students with and without disabilities. Considered are both teacher and student perspectives on the effectiveness of co-taught classrooms. The results of this literature review observed positive perceptions from all parties involved. Collectively, the research emphasizes the importance of having full support of the administrative staff, and how all teachers involved need to have an open, honest line of communication between each other. The purpose of this literature review is to demonstrate the benefits of inclusion in preschool classrooms and encourage educators to embrace this practice. According to the experts, inclusion provides social and academic benefits along with learning what preservice teachers know about inclusion. The reviewed research suggests when inclusion is incorporated in preschool classroom settings, it benefits all children. The conclusion of this review includes recommendations of developmentally appropriate practices in early childhood settings and how it can be used to make inclusive preschool classrooms a place for all students to learn and grow.

The purpose of this action research project was to determine commonly reported barriers impacting inclusion in a child care setting. Data was collected through qualitative survey responses via an electronic survey and a small focus group of child care providers. Analysis of the data collected suggested that low wages in child care, home child care, and other community-based settings made it difficult to recruit qualified personnel to support quality inclusion in child care. Additionally, transportation and limited funding opportunities were challenges for inclusion in child care programs.
