The United States is rapidly becoming a more racially diverse nation. Racial minority groups are projected to make up 47% of the total population in 2050 and if current population trends continue, they are projected to surpass the non-minority population by the end of the twenty-first century. Furthermore, the Latino population, already the nation's largest minority group, is expected to triple in size and is projected to account for 29% of the total U.S. population by 2050. Access to an adequate education has been widely considered an undeniable right since Chief Justice Warren stated in his landmark decision that “Today, education is perhaps the most important function of state and local governments…it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education” (Brown vs. Board of Education, 1954). State constitutions establish rights to public education. State legislatures define expected outcomes and funding mechanisms to operate schools. Teaching for social justice is the attempt by classroom teachers to use their position in the classroom to promote social and educational reform within and despite current educational conditions and mandates. However, while a growing number of K-12 teachers have published anecdotal reports of their attempts to teach for social justice in secondary classrooms (e.g., Bender-Slack, 2007; Christensen, 2000; Singer, 2005), there is great variability among these accounts, and scant evaluation of their impact on specific academic, behavioral/motivational, and attitudinal outcomes (see Grant & Agosto, 2008; Kelly & Brandes, 2008; Poplin & Rivera, 2005).

Critical analysis of the complex interplay between development ideals and local conceptualizations of knowledge forms and education methods are essential if we are to promote holistic, responsive, and culturally appropriate development efforts. Since the end of World War II, and the independence movements that greatly changed geopolitics in the 1960s and 1970s, development prevails as the dominant paradigm in current relations between countries of the North and South (Escobar, 1995; Rahnema & Bawtree, 1997). Part I of the study examines the differences between two environmental assessment methods for the K‐12 education sector: the United States Green Building Council’s (USGBC) LEED Schools Version 3.0 and the British Research Establishment’s (BRE) BREEAM Education issue 2.0. Credit requirements are compared side‐by‐side and against recommendations from researchers in areas such as acoustics, lighting and indoor environment quality. Strengths in the two schemes and areas for improvement are highlighted, with acknowledgement that each scheme offers components and techniques from which the other could benefit.
