Collateral Damage: How Expanding Public Charge Policy Influences Adult Esl Enrollment, Allison M. Eckert

This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. This study seeks to explore and understand the unique and individual experiences of Black identifying newcomer youth in the United States. Current research related to the experience of newcomers is limited in regards to Black identifying newcomers. Through narrative inquiry methodology, this study seeks to share the experiences of Black identifying newcomer youth. It does this while recognizing the omnipresence of racism in the United States, and acknowledging the influence of life prior experience on identity development. However, while life skills education continues to gain momentum and popularity within the international development landscape, the heterogeneity of life skills interventions remains significant. This work attempts to understand and describe why some white teachers lean into anti-racist training and racial literacy development when many resist it. A qualitative case study with three white female educators explores what initially drew the participants into racial literacy work, how they have transformed their professional values and educational practices because of such work, and what aspects of the work they found to be most valuable in meaningfully engaging them. According to recent research (Hattie, 2003), teachers contribute to around 30% of the overall variation in student achievement and success – more than any other influencing factor. This study seeks to understand how different types of incentives (monetary, near monetary and non-monetary incentives) influence the “effort” of public school teachers as perceived by the students in Lagos, Nigeria using a novel measurement tool – the teaching effectiveness survey – to measure the teachers’ outcomes. The goal of this study is to explore the experiences of self-identified queer female high school students in relation to experiences with their peers related to sexuality. Through semi-structured interviews, the three participants of this study poured out anecdotes of coming out, and sexuality-related common or unique interactions with peers. Additionally, the participants shared their perspectives surrounding the ways peers have supported and/or marginalized them based on their sexuality. This research uses an experimental design to investigate how incentive structure influences goal achievement among disadvantaged high school students in Medellin, Colombia. Of particular interest is how treatment effects influence school performance as well as how this may vary with differing key characteristics of the participants. Medellin, Colombia, like much of South America suffers from high levels of inequality in the city proper. Improving educational outcomes in impoverished neighborhoods is essential for the growth of these neighborhoods and the greater community in which they are located. Does goal setting among low-income ninth graders leads to higher average goal achievements of educational outcomes? This question is explored by a field experiment motivated by the acknowledged California-based Family Independence Initiative (FII), to analyze the effectiveness of individual goal setting, incentives and self-help groups on the achievement of educational goals. By randomizing treatments and control with the cooperation of the Secretary of Education in Medellin, different classrooms were assigned to five different experimental groups that met systematically for five months. Many urban youth in the United States live in what are identified as high stress neighborhoods, where trauma is a normative reality within which common life themes permeate. Colloquially, the communities in these high stress areas reclaim space by naming them as hoods, barrios and ghettos. However, depending on one’s perception, these words can have a negative connotation. Adolescent girls’ in developing countries coming from impoverished backgrounds face the added challenge of societies that marginalize the value of education for girls. Complex economic, social and cultural barriers to access secondary education pose challenges and obstacles to their human rights to education, equality and dignity. This study provides an analysis of the relationship between education and empowerment by looking at five innovative non-governmental formal and non-formal educational programs in Guatemala, sub-Saharan Africa, and Bangladesh. This thesis is based on an in-depth case study of one cooperative pre-preschool and preschool in San Francisco. Qualitative research methods, such as observation and one-on-one interviews, were used to study the structure, culture, and community at the school. Cooperative schools have not been well researched or documented in academic literature and this study hoped to shed some light on this model of school organization.
