Truancy is a product of socially constructed knowledge. The final product of this knowledge provides insight into the defining features of current societal beliefs, values and fears, becoming a powerful framing influence for definitions of acceptable patterns of school attendance and behaviour. In this sense, the perceived incidence of truancy within a community has far more impact on the creation and enactment of public policy associated with young people who do not regularly attend school than the incidence itself. This does not deny the incidence of truancy, nor the empirical data indicating correlates of truancy, illiteracy, crime, poverty and unemployment. …

This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). The purpose of the study was to determine the type and extent of services provided, the relationship of the settlement schools with their respective county public school system, and the transfer, if any, of integrated services from the settlement schools to public schools as the public schools took over educational responsibilities once offered by the settlement schools. …

In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. Examined in this study were the importance of leadership styles and educational philosophies as exhibited by the four secretaries. An Educational History Of The Gullahs Of Coastal South Carolina From 1700 To 1900 (Black Education), Elizabeth Hoit-Thetford

The educational efforts of the first fifty years of the 1700s for the Gullahs, black slaves brought to South Carolina's low country, were a by-product of the Church of England's concern for the souls of heathens. Through the Church's offspring, the Society for the Propagation of the Gospel in Foreign Parts, missionaries were sent to South Carolina beginning in 1702. By 1704, Samuel Thomas, the Society's first missionary there, reported that he had taught about twenty blacks to read, and by 1743 the Society opened a school for blacks in Charleston despite a 1740 law prohibiting slave education. The purpose of this study was to investigate and describe the desegregation of public schools in a selected southern state between the years 1954 and 1974. In developing the research project that described the elimination of legal biracialism in North Carolina's schools, public sentiment emerged as a major factor. North Carolina's public schools were unusual when compared to other states with dual systems because, despite the fact that the state had one of the largest black populations in the nation, the desegregation drama proceeded peacefully and successfully, albeit slowly. This study was a statewide survey that attempted to determine the value of Texas history programs and the status of the materials available. Information was gathered in a survey of selected schools with an Average Daily Attendance of at least 10,000 students during the 1979-1980 school year. The data was summarized and analyzed in eight tables. The conclusions of this study Indicate; (1) the movement to eliminate the required teaching of Texas history is in great disfavor with the teachers of Texas history; (2) the state required minimum of 24 hours of history is considered adequate; (3) most school districts …

This study considered a scale of social functioning as one measure toward understanding the problem of attrition at a selected Junior college. It was concerned with the use of the Heinler Scale of Social Functioning (SSF) as an aid to the counseling function. The purpose of the study was to use this scale to neasure life satisfactions and frustrations of a stratified sampling of students who left the junior college before the end of their first quarter and students who per- sisted and registered for the second quarter. It was the purpose of this study (1) to examine the attitudes of principals as to whether they saw their roles changing as a result of professional negotiations, (2) to show how the principals felt their roles would be changed, (3) to examine which type or group of principals felt most threatened by professional negotiations, and (4) what stratagem principals may follow in the future as a reaction to teacher militancy.
