This ethnographic critical case study investigated the usefulness of a restorative justice course as an alternative to punitive discipline in a high school setting, the goal of which was to holistically address ways to effectively deal with conflict, safety and wellness issues of African-American students in an urban high school. The researcher has worked closely with the school and identified the strengths of an under-utilized approach that has the potential to completely eradicate excessive suspensions and expulsions. Magnet schools were implemented in American school districts beginning in the 1970s as part of desegregation plans often required by court order. Magnet schools had three primary goals: provide innovative educational programming, attract students from across school districts, and assist with desegregation. Research evaluating the implementation of magnet schools found that they did effectively desegregate schools (Arcia 2006; Steel and Levine 1994). However, the educational outcomes of magnet schools have not been evaluated, particularly using longitudinal student data, to evaluate magnet school effectiveness. Americans cherish freedom and value local control of education. The issue of "school choice," a movement that supports publicly funded tuition vouchers for students who attend private schools, appeared on the public agenda in the 1980s and has remained a controversial topic into the twenty-first century. Milwaukee had one of the first and most expansive school choice programs in the United States. If one is to understand school choice, one must understand its origin in Milwaukee.
