This applied dissertation was designed to provide concise information and research to delineate the role of the virtual school principal (VSP). The research available was outdated, scarce, or inadequate. The role of VSPs and the challenges that are faced were unclear. This researcher has found very little evidence to establish whether virtual school program modifications have had any change in the digital divide. The descriptive information for the case study was gathered through interviews and a demographic survey. The purpose of this quantitative, causal-comparative study was to determine the extent to which a statistically significant difference existed in eighth-grade English-language arts (ELA) and mathematics achievement between groups of students of low socioeconomic status (SES) who participated in a Washington school district’s one-to-one laptop program for 1 year versus 3 years. Siemens’ (2005) connectivism theory served as the theoretical framework for the study. The problem addressed by the study involved the digital divide. However, the outcomes of such programs are not always clear and studies regarding 1:1 one programs have found mixed results. This project will investigate whether the shift of many schools to remote instruction as a result of the COVID-19 pandemic has widened the achievement gaps between students of different racial identities and socioeconomic groups. I will use existing research and my understanding of pedagogical principles, as well as GPA data from before and after the advent of remote learning, to determine whether these gaps have changed since the implementation of remote learning, as well as to identify the mechanisms that have caused these changes, if they do exist. This mixed methods quasi-experimental phenomenological study investigated the impact that a SmartLab® implementation had on four rural schools in the state of North Dakota. This study featured semi structured interview questions for facilitators, semi-structured focus group questions for students, and a digital literacy pre and post assessment (DLA) that was administered to students. This study looked at student learning in terms of twenty-first century skills, teacher and student perspectives in terms of student learning as well as teacher perspectives on the impact of the SmartLab® on their own teaching methods.

To bridge the digital divide, school districts across the nation are adapting one-to-one Information and Communication Technologies (ICT) for their students. Each student in the program receives a laptop, Chromebook, or tablet for them to do digital assignments at school as well as at home. While the ICT digital divide was significantly reduced with one-to-one programs, another divide emerged from students who did not have access to the internet at home. Technology has provided more people access products and services, yet some individuals who would benefit the most from digital access to resources are frequently excluded from participation. One group that is largely neglected is the disability community. Despite federal regulations intended to ensure that people with physical/mental disabilities are included in public digital platforms, organizations continuously design websites, applications, and interfaces without people with disabilities in mind. Early-childhood digital students grow up in a fast-evolving age of technology requiring them to use and create with technologies and demonstrate core content knowledge. Although third grade students are mandated to master a new language of standardized testing, a large percentage must also learn a language of technology to complete new computer-based tests to measure content mastery. Krashen (1982) defines high affective filter as negative emotional/motivational factors interfering with understanding and cognition. Earning a General Educational Development (GED) credential can have positive results in a student's life including higher wages and better job opportunities. The 2014 version of the GED exam changed the format from a paper-based test to a computer-based test. This change coincided with a 35% decline in the pass rate indicating not all students are prepared to pass the new computer-based test (CBT). This project examined how Hack the Hood, a Bay Area non-profit organization, successfully works with low-income youth of color in an outside of school context using technological skills to empower them. This study investigates the relationship between technology use and student achievement in public high school across North Carolina. The purpose of this study was to determine whether a digital divide (differences in technology utilization based on student demographics of race/ethnicity, gender, socioeconomic status, and municipality) exists among schools and whether those differences relate to student achievement in high school biology classrooms. Online coursework offers many college students flexibility and increased earning potential that they otherwise may not have due to personal or professional responsibilities and restrictions. Unfortunately, for students with disadvantaged technology backgrounds or disabilities limited accessibility compromises these opportunities for students who already face significant challenges to the completion of their post-secondary education. The following is a mixed method research study that explores the correlates between computer use and academic achievement among low-income college students at James Madison University. A sample of 42 sophomore, junior and senior students served as participants in this study. All participants were members of the university’s Centennial Scholars Program, an initiative created by the university in 2004 to give high school students from low-income backgrounds the opportunity to go to college on full-tuition scholarship. A yearlong one-to-one computer laptop classroom instruction intervention program used to prepare 4th-grade students for participation in computer learning activities was evaluated. Students used computers to complete daily reading, writing, and Internet search assignments. Students were divided into two groups according to past computer access; Digital Divide Learners (n = 10) who did not have computers and Internet access at home, and Digital Native Learners (n = 15) who did have computers and Internet access at home. Examines the use of Information and Communicative Technologies (ICT) by high school students from economically-disadvantaged households to complete homework assignments. Results of a survey of 240 high school students at an urban, inner-city high school located in Southern California, indicated, (1) the Digital Divide is narrowing among social classes, as most students reported having Internet access from their homes, (2) students willingness to embrace new uses of ICT in their studies, (3) the speed of completing homework was increased through the use of ICT multi-tasking and the use of search engines and, (4) computer maintenance issues were not a significant …
