Throughout the literature, researchers reported on the problems that post-secondary institutions have had with technology (Birchard, 2001; Green, 2003; Starrett & Rogers, 2003;). Given limited budgets and the need to train faculty and staff, many colleges have struggled to find a way to use technology to enhance, not hinder, pedagogy (Cuban, 2001; Oppenheimer, 2003).
