This study assessed a localized academic readiness model that measures academic skills relevant to an occupational program and the institutional context. Enrollment in the program’s mandatory gateway course is contingent upon establishing academic readiness either: (1) possess an associate-level or higher degree; (2) achieve placement test scores that permit enrollment in college-level English composition/critical reading; or (3) complete developmental education prerequisites to permit enrollment in college-level English composition/critical reading. In recent years, student completion in the first-year college mathematics curriculum has become a significant barrier to student success and retention. Many states, such as North Carolina and Virginia, have been innovative in developing new strategies for placing students into an appropriate mathematics curriculum. A centerpiece of these strategies is to use student performance in high school, as measured by high school grade point average, as a predictor of course success and completion. In this descriptive research study, I identified industry-recognized workforce credentials that are or will be in high demand by employers operating in Virginia. I surveyed a targeted group of Virginia workforce development stakeholders including 17 Virginia Community College System workforce development leaders who represent each local community college, 47 Virginia local and regional economic development directors, and 11 Virginia Workforce Innovation Opportunity Act directors. Due to the economic disparity between rural and urban areas, I also examined the contrast between high-demand credentials needed by employers in rural and urban areas.

This research study examined the 2006 cohort of First-Time-in-College students from all 23 community colleges in Virginia. The goal was to examine the persistence of these students to the fall 2007 semester and the success of these students in their first college-level mathematics course. The main predictor variable was whether the first mathematics course taken was a developmental or college-level course. Other main predictor variables examined were the age, gender, and race and ethnicity of the student. Race and ethnicity was broken into the categories White, Black, and Other. The purpose of this study was to conduct a comprehensive evaluation of an urban community college Single Parent and Displaced Homemaker program composed primarily of minority women, many of whom were receiving public assistance. The critical dimension of mattering (Schlossberg et al., 1989) formed the conceptual framework for the evaluation.
