This is a case study of a group of students enrolled in traditional skilled trade certificate programs at a large Midwestern community college. Considering severe shortage of skilled labor in the geographic area of the college, there is great need for better understanding of ways to alleviate the labor shortage by attracting more young adults to the in-demand fields. Therefore, this case study sought to examine millennial students’ decisions to pursue careers in areas of demand. The Work Ethic Gap: Comparing Perceptions Of Students, Educators, And Employers, Joseph Routhier

Work ethic has been a constant, but elusive topic for decades. This study sought to identify the differences in perception of work ethic in between students, educators, and employers. Seventy-two participants observed videos of workers in various tasks and rated the perceived work ethic of the person in the video by using a sliding Likert scale. Additionally, participants were asked to comment as to why they rated the worker the way they did. Quantitative analyses were used to determine differences in the participant’s work ethic ratings. Qualitative analyses interpreted respondents’ comments to better understand the results. Results indicated that while …

The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not. This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …

This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Three of the programs serve adults with employment barriers: Community and Technical College Adult Basic Skills Education, IBEST, and Division of Vocational Rehabilitation programs. Do Community Colleges Respond To Local Needs?: Evidence From California, Duane E. Leigh, Andrew M. Gill

Leigh and Gill focus on two major, policy relevant sources of change at the local level. First, on the supply side, they examine how responsive community colleges’ are at meeting the needs of the growing immigrant population for education and training. Then, on the demand side, they look into whether the need of local employers for skilled workers is being met, an issue impacted by dynamic technological change and increased global competition.
