A frequent objection to large-scale testing programs, both national and international, is that they are used as an instrument of control, rather than as a means of providing information to effect change. Moreover, concerns about large-scale testing often take the form of objection to the specific characteristics of the assessments as being prescriptive and proscriptive, leading to a narrowing of the curriculum and the spectre of 'teaching to the test' to the exclusion of more important educational content. This column draws on the approach of statistician J. Edwards Deming to analyze sources and consequences of variation in an education system. Educational systems are not immune from the effects of poor statistical control, which makes it difficult for teachers to teach effectively and for managers such as principals to improve on school performance. It is also argued that the need for statistical control in these areas is in tension, if not outright conflict, with our goals for educating students.

A Rubric For Assessing Quantitative Reasoning In Written Arguments, Nathan D. Grawe, Neil S. Lutsky, Christopher J. Tassava

This paper introduces a rubric for assessing QR in student papers and analyzes the inter-rater reliability of the instrument based on a reading session involving 11 participants. Despite the disciplinary diversity of the group (which included a faculty member from the arts and literature, two staff members, and representatives from five natural and social science departments), the rubric produced reliable measures of QR use and proficiency in a sample of student papers. Readers agreed on the relevance and extent of QR in 75.0 and 81.9 percent of cases respectively (corresponding to Cohen’s κ= 0.611 and 0.693). A four-category measure of …

Faculty course portfolios are a valuable medium for documenting and making visible the serious intellectual work of teaching. Developing a faculty course portfolio follows the same process one uses to explore a research question. Faculty members inquire, analyze, and document their teaching practices and the resulting student learning and then make the results accessible for use, review, and assessment by one’s peers. In this article, we introduce four types of electronic course portfolios that sponsor different forms of inquiry into student learning. This is a doctoral dissertation centered on a qualitative research case study on teachers' perceptions of the effects of a particular high-stakes test—the Arizona Instrument to Measure Standards (AIMS) on high school English and math curriculum and instruction. Specifically, this case study involved three focus group interviews at three Arizona high schools. Participants were experienced English and math teachers at each school site. This non-experimental, census survey included the elementary, middle, and high school principals at the comprehensive schools within a large, suburban school division in Virginia. The focus of this study was the factors that influence building administrators in using data to make instructional decisions. The purpose was to discover if there is a difference in the perceptions of elementary, middle, and high school principals of data use to make instructional decisions within their buildings. In 2008, due to increasing stakeholder dissatisfaction with assessment results and school report cards, South Carolina revised its 1998 Educational Accountability Act and required public engagement with stakeholders including parents/guardians, educators, business and community leaders, and taxpayers. The legislation created partnerships between SC‟s Education Oversight Committee (EOC) and Clemson University. The project also brought together within the university the fields of Applied Sociology, Computer Science, and Educational Leadership. The project involved mixed methods using phone/web surveys with focus groups eliciting perceptions from key stakeholders and under-represented voices in the surveys.

Standardized testing has been long established in most of the schools in United States. States have attached "high stakes" to tests as a response to the federal law NCLB. Under this law, schools had to develop or alter their assessments which are administered to gauge school progress. While many agree that high‐stakes testing has an impact on students; studies have been conducted to vet whether such impact has propitious or harmful outcomes. In this paper, I review and critique the literature on high stakes testing coupled with a close scrutiny of the research methods utilized in the articles under review.

In August 2005, the University of Kansas Medical Center launched its new 135 seat Computerized Testing Center (CTC). Since that time, the facility has successfully hosted over 30,000 individual high-stakes test sessions using LXR. This presentation will discuss the challenges involved in planning and managing such a facility including pilot testing, security, reliability, scalability, scheduling and support. It will also address the impact the CTC has had on paper/pencil testing.

The Affinity 2.0 has been recently upgraded to the Affinity 2.5. Both instruments purport to measure sexual interest using viewing time as a form of measurement using non-pornographic images of people of varying ages and genders. The Affinity 2.5 increased the number of slides by 42.9%. This increase may have impacted the expected Chi square weights established for the Affinity 2.0 for non-pedophilic, exclusively heterosexual males. The purpose of this study was to create new expected Chi square weights for the Affinity 2.5 for non-pedophilic, exclusively heterosexual males. This paper describes how professional evaluators construct assessment instruments that work properly to measure the right thing. Constructing an assessment tool begins with getting feedback from relevant experts on the content of questions. The tool is developed and refined through comparison with existing instruments, focus groups and cognitive interviews. The final instrument is formally tested for content validity, usability, reliability and construct validity through a variety of statistical measures. This process of construction is illustrated by two examples relevant to quantitative literacy: the Medical Data Interpretation Test and the Math Attitudes Survey.

This article examined high school students’ basic mathematics skills. 126 Students participated in a study that lasted ten weeks in which a pretest and post-test were taken. In between the tests, students took weekly quizzes to refresh and relearn the following basic mathematics skills: adding, subtracting, multiplying, and dividing whole numbers, decimals, and fractions; proportions; conversion between percents, decimals, and fractions; and order of operations. The scores of the pretest and post-test were analyzed to see if improvements were made. Scores were compared by gender and grade level. Surveys have shown that librarians are not completely satisfied with the statistics used for reference services, so Bella Karr Gerlich at Dominican University developed the READ (Reference Effort Assessment Data) Scale, which has now been tested by 14 academic libraries. In October 2008 the Central Reference Department at Western Michigan University Libraries started using the READ Scale to record reference transactions. Instead of just writing down tick marks for each question answered, each question was rated on a six-point scale, based on the difficulty of the question and the time it took to answer. The impact of No Child Left Behind and making Adequate Yearly Progress is influencing classroom instruction with Curriculum Based Measures such as the Dynamic Indicators of Basic Early Literacy Skills (DIBELS). The primary population of this study was from a small school in rural Alaska. The purpose of this study was to investigate the relationship between the first grade scores of the DIBELS Oral Reading Fluency (ORF) and the subsequent third grade scores of the Alaska Standards Based Assessments (SBAs) in reading. A topic search of the Web of Science (WoS) database using the term “numeracy” produced a bibliography of 293 articles, reviews and editorial commentaries (Oct 2008). The citation graph of the bibliography clearly identifies five benchmark papers (1995-2001), four of which developed numeracy assessment instruments. Starting with the 80 papers that cite these benchmarks, we identified a set of 25 papers (1995-2008) in which the medical research community reports the development and/or application of health-numeracy assessments.
