Many student affairs departments struggle to contribute to an institution’s evidence base of student learning. In part, this results from student affairs personnel not having adequate training in how to assess learning outside the classroom. This is a particular challenge for small community colleges, in which individual units (e.g., admissions or financial aid) may have only one or two employees. Failure to assess co-curricular learning poses challenges to institutions in meeting accreditation standards, placing them at risk for increased scrutiny and loss of state funding under a performance-based system. Fire and emergency services throughout the country are being required by local governmental authorities to provide efficient and effective services. In 1996, the International City-County Management Association (ICMA) and the International Association of Fire Chief (IAFC) executed a master trust agreement that established the Commission on Fire Accreditation International (CFAI) to award accreditation to those fire and emergency services that demonstrated efficiency and effectiveness in the services provided. Community college leaders face unprecedented change, and some have begun reexamining their institutional strategic planning processes. Yet, studies in higher education strategic planning spend little time examining how community colleges formulate their strategic plans. This mixed-method qualitative study used an expert sampling method to identify three AQIP-accredited community colleges in one Midwestern state that were viewed as leaders in strategic planning. Given growing interest in accountability and outcomes, the North Central Association's Higher Learning Commission developed a new path for accreditation, the Academic Quality Improvement Program (AQIP). The goal is to infuse continuous improvement and quality in the culture of higher education, and to blend traditional accreditation with the philosophy and techniques of the Baldrige Performance Excellence Program. Yet, little is known about the key performance indicators (KPI) that colleges and universities are using to improve their quality and continuous improvement processes.

When creating an assessment plan to measure writing outcomes for a university-wide writing across the curriculum (WAC) program, administrators considered multi-layered evaluation methods for benchmarking and measuring internal growth of students. Although assessment plans must address these needs, the actual assessment practices must be flexible, accessible to faculty, and feasible--based on existing technological structures and data systems at an institution. The writing assessment that is provided addresses all of these elements and is offered as a model for other programs.
