The Irony Of Accountability: How A Performance-Inducing Policy Reduces Motivation To Perform, Jose Eos R. Trinidad

Although sociological and organizational studies have focused on the influence of quantification on behavior, the author focuses on quantification’s increasingly important consequences on well-being and motivation. Using the case of U.S. education, which has long relied on accountability policies, the author finds that attendance at schools with high-stakes accountability predicted lower student self-efficacy, that is, decreased task motivation and resilience as well as increased fear of failure—salient for low-income, urban, and public schools. These associations, however, did not spill over to social and life satisfaction dimensions of well-being. Taken together, these findings suggest the irony of accountability, where data used …

In 2012, the Vietnamese government enacted the Higher Education Law to give public universities institutional autonomy. Since the passage of the law, the term institutional autonomy has become contested; different interpretations have arisen among different actors concerned with implementing the policy. In a qualitative case study, I explore the meaning of autonomy in the context of Vietnamese higher education where the legacy of centralized governance is strong. Purpose: This study builds on research scrutinizing school autonomy in policy and school governance by shifting the focus from a formal structural view of autonomy to examining how principals negotiate autonomy in their daily work. Drawing on multiple dimensions of autonomy and street-level bureaucracy, this study examined how principals, as both professionals and bureaucrats, work to expand and strategize their autonomy in practice.

Research Methods/Approach: We used portraiture to document and interpret the experience and perspectives of three principals at urban, suburban, and rural PK-12 traditional public schools in the Midwest of US during the 2018–2019 school year.

This study aims to explore reimagined accountability through collective efforts initiated by school leaders and to challenge the fixed notion of accountability prescribed by policy scripts. Drawing on studies highlighting humanizing leadership and the metaphors of “agora” and “bazaar,” I investigate how school leaders (re)construct and (re)define meanings of accountability in their daily practices. These essays represent my attempt to grapple with fundamental questions about what I see as the upside-down nature of educational reforms in American society. Why is there a never-ending crisis in America’s public schools? Academic instructional coaches have long been used to support teacher development and student learning. As a recent position in the education field, there is little information regarding the development of staff in this role. This study sought to better understand how academic instructional coaches are mentored and developed within challenging school contexts. The theoretical framework for this research is guided by the social constructivism epistemology. In alignment with this framework, a collective case study was utilized to better understand the relationship between the principal and the academic instructional coach. For the past two decades, student perception surveys have become standard tools in data collection efforts. At the state level, however, “student voice” is still used sparingly. In this study, we examine the ways in which including student survey results might alter state accountability determinations. Reconstructing the accountability system in Massachusetts, we draw on a unique set of student survey data, which we add to the state’s formula at a maximally feasible dosage in order to determine new school ratings. School principals play a critical role in evaluating teachers and providing feedback, but high-stakes evaluation policies at the local and state levels can create ethical dilemmas for principals. In this case, an underresourced rural school principal has to report a certain number of “ineffective” teachers to meet a requirement from the district teacher evaluation, even though the principal does not think any teacher in his school deserves to receive an “ineffective” rating. This cross-case synthesis gives voice to evaluators in EC-12 and higher education settings who are enacting a state-mandated system of teacher evaluation and support by examining their perceptions of the Texas Teacher Evaluation and Support System (T-TESS). Questions addressed included: How do differently situated school administrators and supervisors 1) understand the model, 2) describe the implementation of its elements, 3) understand and enact their roles, and 4) assess the impact of the model? Data from EC-12 school principals and clinical supervisors at the university level indicates the system establishes a comprehensive definition of quality teaching. Performance based funding ideology creates a disconnect in communication ranging from state coordinating officials to academics responsible for the actual education to the students (Shin, 2010). The purpose of this dissertation was to analyze higher education stakeholders’ perceptions of performance funding by examining the development, design, implementation, and execution of the Louisiana Granting Resources and Autonomies for Diplomas Act (GRAD Act) and offer potential solutions based on the findings. This dissertation is a qualitative-based program evaluation that explored the existing charter school accountability measures, processes, and oversight systems of the California Department of Education (CDE) in relation to State Board of Education (SBE)-authorized charter schools. This dissertation further explored the potential program improvements that could be implemented to improve the charter school oversight functions of the SBE and CDE. The federal government holds colleges accountable for their students’ cohort default rates (CDRs), with colleges facing the potential loss of all federal financial aid dollars if their CDRs are too high for three consecutive years. Yet a sizable portion of student borrowing is for non-tuition living expenses—funds that the college does not get to keep. In this paper, I examine whether colleges at risk of federal sanctions due to high CDRs respond by reducing living allowances in an effort to limit borrowing and if student debt burdens decrease after a college receives a high default rate. Answering The “More And Cheaper ” Push Of The Completion Agenda: What Does It Cost An Illinois Public University To Deliver A Bachelor’S Degree?, Melissa R. Pitcock

Using readily available data, this study estimated the costs incurred by an Illinois public university to deliver a bachelor’s degree. Building on previous scholarship, the study used the transcript (based on the graduate’s path to the degree) and catalog (based on the major’s requirements listed in the university catalog) approaches to estimate costs, from three administrative purviews, for native and transfer students graduating from six different academic areas in fiscal 2015. Costs per credit hour were gathered from data prepared annually by the university for the state’s board of higher education.

Many centers for teaching and learning (CTL) are challenged with developing new programs and services that are constrained by limited staff and resources. Tapping into on- and off-campus expertise is one way for CTL to expand their range of options for faculty development. In this paper, we present a framework that describes how CTL can assess the likely impact, value, and range of prospective leveraging opportunities when deciding whether to pursue on- and off- campus partnerships. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). A Minimalist Model Of New Faculty Mentoring: Why Asking For Less Gives More, Heather Lobban Viravong, Mark Schneider

To Improve the Academy: A Journal of Educational Development

We describe a research-based mentoring program for new full-time faculty at a small residential college, which emphasizes the empowerment of the new faculty themselves to identify and obtain the resources they need for success. In our model, the mentor takes on a role of primarily providing accountability, easing the burden on mentors, thereby making for a more sustainable program. Our mixed methods assessment of the program suggests that, paradoxically, these lessened expectations foster closer personal relationships between mentor and protégé than might have occurred if that were a programmatic expectation.

Policymakers have long been infatuated with education reform (Berliner & Biddle, 1995; Stein, 2004), including at the state level (Lusi, 1997). Consistent with this longer tradition, the Nebraska State Legislature (a.k.a. the ‘Unicameral’) passed Legislative Bill 438 (LB 438) in 2014, providing a statutory outline for a new education accountability system for the state that authorized the State Board of Education (SBOE) to intervene priority schools through the work of an intervention.
