Grant-Vallone, Reid, Umali, and Pohlert (2004) outlined how students who regularly take advantage of student support services, mentoring, or academic support programing opportunities are more likely to accomplish their academic goals. Postsecondary institutions are responsible for providing innovative educational experiences to students. Proactively identifying key delimiting factors that inhibit student achievement can increase the persistence and retention rates of critical populations. Mentoring relationships are especially crucial to the academic achievement and successful matriculation of first-year freshman students. The purpose of this study was to determine whether Tennessee Comprehensive Assessment Program (TCAP) Achievement reading scores, school district per-pupil expenditures, school size, percentage of students qualifying for free and reduced-priced meals, and attendance were related to science TCAP test scores from the 2007-2008 school year. The data were gathered from an analysis of mean standardized test scores in reading and science of 8th graders in 67 school systems comprising 181 schools located throughout Tennessee. Over the years, the public education system has been transformed by outside political and societal forces to provide an equal opportunity for all students. Investigations of the public education system were not consistent and yielded divergent results on how to improve adolescent academic achievement. These divergent results were caused by different operationalizations of variables, data analytical procedures that possibly provided biased parameter estimates, and a failure to use a comprehensive theory. Although these results were inconsistent, the latest transformation of the public education system currently involves holding schools, administrators, parents, and students accountable for learning.
