Purpose – Many students do not benefit from mainstream education and are forced to leave it. Governments and non‐government organisations concerned with the social injustice and problems that such rejection could cause offer these students second‐chance education programmes. This paper aims to examine the effectiveness of such opportunities, using as a case‐study the Vocational Training Council (VTC) of Hong Kong, which offers programmes in vocational education and training (VET) but draws lessons for the offer of such programmes elsewhere. Work-Related Resilience: Deaf Professionals’ Perspectives, Kim B. Kurz, Peter C. Hauser, Jason D. Listman

Ten Deaf professionals were interviewed about their perspectives on resilience risk and protective factors that affect career success. Thematic analysis revealed four main risk factors, all related to inequalities: (a) audism and linguistism; (b) networking challenges; (c) working harder than hearing peers; and, (d) promotion limitations. The Deaf community was described as a resilience protective factor that counters the work-related risk factors because it provides: (a) social support; (b) role models; and, (c) “Deaf can” optimism. The results have important implications for vocational rehabilitation, education and counseling programs as they highlight the protective factors Deaf employees need for work-related resilience.

The construction and property sectors in Ireland have undergone significant change over the past decade. From a period of sustained growth in output and employment to a recession returning to the current period of expansion. While the cyclical nature of the sector and consequential impact on the labour market is widely recognized, the impact on the quantity surveying profession specifically is comparatively less well evidenced. The construction industry is of strategic importance to any economy, as it delivers the building and infrastructural needs of society; it is also a major provider of employment. The over-reliance on construction was a contributing factor to the collapse of the Irish economy and employment in construction fell to under 50% of its 2007 peak as a consequence. The decline devastated apprentice training with a reduction in excess of 90% of new registrations of construction apprentices at the lowest point. This evidence-based, qualitative study explored the experiences of college graduates with disabilities who are employed. The study used criterion-based analysis and examined the ways these graduates participated in internships, communicated, and the navigations in general that led directly to employment success. Data was collected from programs that resulted in successfully employed college graduates with disabilities, empirical studies, and case studies. The study ends with a consideration of the findings in light of theory and implications to practice. This report provides a detailed analysis of the financing of Technical and Vocational Education and Training (TVET) in Solomon Islands. The report forms part of the study Research into the Financing of TVET in the Pacific initiated through Australia’s aid program in 2012. Labor Market Returns To The Ged Using Regression Discontinuity Analysis, Christopher Jepsen, Peter Mueser, Kenneth R. Troske

We evaluate returns to General Educational Development (GED) certification for high school dropouts using state administrative data. We apply a fuzzy regression discontinuity method to account for test takers retaking the test. For women we find that GED certification has no statistically significant effect on either employment or earnings. For men we find a significant increase in earnings in the second year after taking the test but no impact in subsequent years. GED certification increases postsecondary school enrollment by 4–8 percentage points. Our results differ from regression discontinuity approaches that fail to account for test retaking.

As grant programs dwindle and students are needing to become less reliant on parents to help finance their education, employment while enrolled is shifting from a choice to a near requirement. Collegiate comprehensive recreation programs employ several hundred students annually. Employers must be intentional in creating positions that help meet their needs, but also serve as a co-curricular experience for the student, assisting them in preparation for experiences beyond graduation. This study explores the perceived outcomes of campus recreation employment and the relevance to professional employment.

Currently, the majority of studies published on cult membership have been quantitative and have focused primarily on theories and trends about cult membership. These studies have been insufficient in shedding light on the individual’s experience. Qualitative studies are necessary to explore the individual’s accounts of their experiences with past cult involvement and the impact these experiences have on employment. Because of the potential vocational impacts of cult involvement, it is valuable to explore the psychoSocial aspects of work. Many counselor education programs utilize digital portfolios for students to archive assignments. Such portfolios can also be used when students exit the program interviewing for employment. This presentation highlights how one counselor education program implemented digital portfolios as a means for fostering student reflection, and subsequently evolved the portfolios towards satisfying both comprehensive exam and student employment goals.

Services for individuals who are deaf or hard of hearing (DHH) often include tailored strategies for successful employment placement. Using Oliver’s (1980) Expectation Confirmation Theory, this study utilized exploratory and confirmatory analyses of semi-structured interviews of 10 VR professionals to examine their view of the role expectations play in their assessment of important factors that lead to successful outcomes for DHH clients. Analysis revealed a complex, multilevel system in which VRCs operate as active mediators of the expectations of both clients who are DHH and their potential employers.

The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. Disparate licensing rates give suburban and exurban youth in the Milwaukee metropolitan area a head start over …

Despite efforts to broaden the concept of graduate employability, there remains an overarching focus on developing industry-relevant employability skills. The skills-based approach is, however, too narrow and does not fully capture the complexity of graduate work-readiness. This paper argues for the redefining of graduate employability by embracing pre-professional identity (PPI) formation. PPI relates to an understanding of and connection with the skills, qualities, conduct, culture and ideology of a student's intended profession. Mastery of certain generic skills and the successful formation of pre-professional identity are widely considered to influence graduate work-readiness and job attainment. Given their links with enhanced productivity, performance and innovation, skill development and graduate identity appear critical amidst ongoing global stagnation in advanced economies. This paper focuses on the success of higher education in developing generic skills and graduate identity using national data (n = 80,891) for 51 providers. At the national level, integrated employment has become an important policy priority. Greater expectations are being placed on those charged with delivering employment supports, and disability systems are responding. People with intellectual and developmental disabilities (IDD) are among the most likely Americans to be unemployed, live in poverty, or rely on public programs. In 2013, only 23% of working-age people with cognitive disabilities—a broad demographic category that includes individuals with IDD—were employed, compared to 72% of people without disabilities. While over 30 states have adopted an Employment First policy (a declaration that employment is the priority outcome for people with disabilities), a key challenge is ensuring that supports meet the standards for best practice.
